About Unlocking the My Number Card

The other day, when I used the Mynaportal, I entered the PIN incorrectly and it got locked.
The screen displays a message stating "Procedures must be completed at the municipal office," and there is similar guidance from the Ministry of Internal Affairs and Communications.
The Inagi City website also stated that "To unlock, procedures are required at City Hall or a Branch Office," but when I tried launching the Mynaportal on a whim, I was able to unlock it by going to "Change Password" from the "Menu" at the bottom right of the initial "Login to Mynaportal" screen and attempting to change the PIN.

Is this originally a functioning method of unlocking? If there are no security issues or bugs, why hasn't this method been introduced?

If your device is locked but it is difficult for you to visit City Hall or a Branch Office, or if you do not have time, and you can use device-related functions without any problems, you can easily unlock it yourself using a simple method.
You can save the trouble of going to City Hall or Branch Office, and we believe it can also slightly reduce the burden on the service counters.

To use the Mynaportal, you need the PIN (4-digit number) for the user certification electronic certificate set on your My Number Card, or the PIN (4-digit number) for the user certification electronic certificate for smartphones. However, if either PIN is entered incorrectly three times, it will be locked. The method to reset the PIN to unlock it is as follows.

・Perform the PIN reset procedure at City Hall (including Branch Offices).
- Apply using the JPKI PIN Reset App (downloadable from the Public Personal Authentication Service Portal Site) and perform the PIN initialization procedure at a multi-copy machine such as those found in convenience stores.

・Perform the PIN reset procedure on the Mynaportal.

We are unable to ascertain the detailed situation, but it is assumed that you have unlocked the smartphone electronic certificate yourself via the Mynaportal.
