Anyone who discovers a fire is required by Article 24 of the Fire Service Act to report it to the fire department. However, those who make a false report resulting in the dispatch of a fire truck when there is no smoke or flames at the scene are subject to a fine of up to 300,000 yen or detention.
In addition, those who make prank reports may be charged with the crime of obstructing fire services, which is classified as fraudulently obstructing business under Article 233 of the Penal Code, and may be punished with imprisonment for up to 3 years or a fine of up to 500,000 yen.
