This area is located approximately 20 kilometers southwest of the Shinjuku subcenter and serves as the entrance to the Tama New Town. The Keio Sagamihara Line runs through the center of the area, and parallel to it are the first-class river Misawa River and the Tōdō Tsurukawa Street.
This area is surrounded by Tama New Town to the north, the Tokyo Yomiuri Country Club and Komazawa Gakuen to the east, Hirao Housing Complex to the south, and Kurikidai in the Asao Ward of Kawasaki City to the west, covering an area of approximately 212 hectares, extending about 1.9 kilometers east to west and about 2.0 kilometers north to south.

Basic Policy for Community Development

The Sakahama Hirao area is located in the lush Tama Hills, where many satoyama, deciduous forests, and historic shrines and temples that have been closely connected to people's lives for a long time remain. However, due to its relatively close proximity to the Shinjuku subcenter and the ongoing urbanization in the surrounding areas, development pressure has been increasing. Therefore, there is a risk of disorderly urbanization progressing, and planned Community Development is necessary to prevent this in advance.
This area was designated for the "Sakahama Hirao Land Readjustment Project" urban planning decision, scheduled to be implemented by Tokyo Metropolitan Government on August 1, 1997. However, in 1999, Tokyo Metropolitan Government formulated a financial reconstruction promotion plan, and subsequently, due to reasons such as the withdrawal of public housing supply and worsening financial conditions, the Land Readjustment Project by Tokyo Metropolitan Government was frozen (effectively canceled).
Therefore, a committee for Community Development in Sakahama and Hirao was established by the local community, the Mayor of Inagi City, and Tokyo Metropolitan Government. The committee decided to review Community Development in three categories: (1) areas for Community Development based on the District Plan, (2) areas to maintain the current environment, and (3) areas for promoting comprehensive development through cooperative implementation.
Subsequently, (1) in the Community Development area under the District Plan, the "Sakahama West District District Plan" was decided on October 4, 2007. Within the area of (3), the Kamihirao District (approximately 25.1 hectares) and the Kodara District (approximately 29.5 hectares) have completed the Land Readjustment Project through union implementation.

The "Sakahama Hirao Community Development Image Diagram" formulated in March 2006 shows the community development methods and target areas that were envisioned at the time of its formulation. Therefore, it does not necessarily align with current urban planning, etc..

Also, there are currently no plans for a new station.

When constructing buildings within the planned area of the Sakahama Hirao Land Readjustment Project, please be aware that there are areas that require permission under Article 53 of the City Planning Act.
