For individuals with severe physical and mental disabilities, a portion of the out-of-pocket insurance payment made at hospitals and clinics will be subsidized.
Individuals holding a first-class mental disability health and welfare certificate will be eligible for the Tokyo Metropolitan Medical Expenses Assistance Program for Persons with Physical and Mental Disabilities (Marusho) starting from January 1, 2019.
To receive the disability allowance, it is necessary to apply to the city or town where your Certificate of Residence is registered.

Eligibility

Those who have an address in Tokyo and fall under categories 1 to 3

  1. Persons with Physical Disability Certificate Level 1 or 2 (including Internal Disability Level 3)
  2. People with Love Handbooks 1st and 2nd Edition
  3. Persons with a Grade 1 Mental Disability Welfare Certificate

Grant Restrictions

Those who fall under any of the following categories are not eligible.

  1. Those who exceed the income limit criteria
  2. Persons not enrolled in health insurance
  3. Those receiving Public Assistance or support benefits for Japanese remaining in China, etc.
  4. Individuals residing in facilities where medical expenses are covered by public funds
  5. Those who are insured under Late-Stage Elderly Medical Care and are subject to resident tax
  6. Those who did not apply for the Marusho (welfare) program until the day before reaching the age of 65 (excluding those who were unable to apply for Marusho before turning 65 due to reasons such as not having a residence in Tokyo, receiving Public Assistance, or being admitted to a facility where Medical Expenses are covered by public funds).
  7. Those who have become eligible for assistance for the first time after turning 65 years old, etc.

About Redemption Payments

If you received medical treatment at a medical institution outside Tokyo, or if you were unable to use this system at the medical institution's window due to reasons such as receiving treatment between the application and certification, please attach a receipt with the patient's name and medical points and apply for reimbursement.
