About the "Elementary School Student Monitoring Service" Project

In Inagi City, aiming to improve the safety and security of children’s lives, as part of a public-private collaboration project, on May 12, 2026, agreements were signed with otta Inc. and Change Holdings Inc., and from October this year, the "Elementary School Student Monitoring Service" will be newly introduced.

Project Overview

One monitoring device (a transmitter that sends location information) will be distributed free of charge to each student who wishes to participate, covering all grades enrolled in Inagi City public elementary schools. The location information will be recorded when a student carrying the device passes near a monitoring spot.
The recorded location information can be disclosed to the police with the consent of the Parent or Guardian in case of emergency and used to assist in search activities, thereby providing monitoring opportunities free of charge to students enrolled in Inagi City public elementary schools.

Project image: Devices are distributed free of charge to the target children, and notifications are sent to the Parent or Guardian's app when passing through monitoring spots, etc.

There are monitoring functions useful in emergencies and functions that provide daily safety.

Installation of Monitoring Spots

Currently, within Inagi City, we are selecting locations where monitoring spots can be installed along elementary school routes, where location information is expected to be effectively obtained.
In the future, staff from ZERO Animation Co., Ltd., a subcontractor of Change Holdings Co., Ltd., may request the installation of monitoring spots, so we kindly ask for your cooperation in installing these spots.
(The monitoring base stations (spots) incur electricity costs of about 10 to 20 yen per month. We kindly ask for your cooperation in bearing these costs at the installation site.)

Installation of the Watcher App

In addition to the above watch spots, by installing the Watcher App on your smartphone, location information will be recorded when you pass by elementary school students.
Your regular walks and outings will help watch over the children in the community, so we ask for your cooperation as a "Watcher."

Simply installing the monitoring app allows you to participate in activities to watch over local children.
