Maintenance and Management of Hazardous Material Facilities

All owners of hazardous material facilities are obligated to maintain the technical standards for their location, structure, and equipment, and must regularly inspect the hazardous material facilities themselves.
In addition, the owners of the hazardous materials facilities listed below are required to conduct regular inspections, create inspection records, and retain these records for a specified period. (There is no obligation to report to the fire department, but you may be asked to submit these documents.)

Applicable Hazardous Material Facilities Quantity of hazardous materials stored or handled
Manufacturing Plant Items with a specified quantity that is a multiple of 10 or those with underground tanks
Indoor Storage The multiple of the specified quantity is 150 or more
Outdoor Tank Storage The multiple of the specified quantity is 200 or more
Outdoor Storage A multiple of the specified quantity is 100 or more
Underground Tank Storage All
Mobile Tank Storage Facility All
Fuel Handling Station Those with underground tanks
Transfer Handling Office All
General Handling Office Items with a specified quantity that is a multiple of 10 or those with underground tanks

(Note) The following hazardous material facilities are excluded

  • Hazardous material facilities that establish safety regulations based on the provisions of Article 19, Paragraph 1 of the Mine Safety Act
  • Hazardous materials facility that establishes safety regulations in accordance with Article 28, Paragraph 1 of the Explosives Control Act
  • General handling facility that only refills containers with Class 4 hazardous materials, where the specified quantity is a multiple of 30 or less, and the flash point is 40 degrees or higher.
  • Among the transfer handling facilities, those with a pipeline extension exceeding 15 km and a maximum operating pressure related to the pipeline of 0.95 MPa or more, and those with a pipeline extension between 7 km and 15 km.
