Registration for Participation in Small-Scale Contract Estimates

The city is recruiting local Business Operators who wish to contract for small-scale construction and the purchase of small items.
This system registers Business Operators as "qualified participants in the bidding competition" on a list, and actively requests the submission of estimates when placing contracts related to small-scale construction, repairs, or the purchase of small items, in order to expand opportunities for winning contracts and revitalize the local economy.
Individuals residing in the city or corporations registered in the city can register with a simple procedure. Currently, even sole proprietors without bidding qualifications can have opportunities to receive orders.

  • Note 1 Even if you register on the list, it does not guarantee that you will receive an order. The city's contracts are generally awarded to the bidder who submits the lowest estimate after requesting estimates from multiple vendors. Therefore, please be aware that even if you register on the list and receive a request for an estimate from the city, it may not lead to a contract.
  • Note 2 If you wish to participate in the competitive Bid, and if you have your main office outside the city, please visit the Tokyo Electronic Local Government Joint Operation Service Website and complete the necessary procedures.

Target Cases

  • For construction contracts, cases with a planned price of less than 1.3 million yen, or cases where a planned price is set for unit prices (the target amount has been expanded from fiscal year 2025)
  • Contracts for repairs with a planned price of less than 500,000 yen, or cases where a planned price is set for unit prices
  • Contracts for purchasing goods with an estimated price of less than 800,000 yen, or cases where the estimated price is set for unit prices
  • Contracts for outsourced work with a planned price of less than 500,000 yen, or cases where a planned price is set for unit prices

Those who can apply for registration in the roster

  1. Corporate Business Operators: Corporations with a corporate registration based in the city
  2. Individual Business Operators - Individuals with a registered business name in the city
  3. Individual Business Operators: Individuals with a business office, office, etc. and resident registration within the city
  4. Union: A union composed of the above-mentioned corporate business operators or individual business operators.

However, those who fall under any of the following categories are excluded.

  1. Persons who are bankrupt and adult wards, as well as those under guardianship or assistance, as stipulated in Article 167-4, Paragraph 1 of the Local Autonomy Act Enforcement Order, who have not regained their rights.
  2. Those who have the qualifications to participate in competitive bids in the Tokyo Electronic Local Government Joint Operation Service
  3. Those who have not fully paid the Municipal Tax that has already passed its due date
  4. Persons who fall under any of the requirements listed in the appendix of the guidelines for measures to exclude organized crime groups in Inagi City contracts

Application Method

Submitted Documents

Application Form for Participation in Quotation Competition and attach the following documents.

  1. For corporate business operators, a certificate of all registered matters
  2. For individual business operators with a business name registration, a certificate of all historical matters is required.
  3. For individual business operators without a business name registration, a copy of the Certificate of Residence
  4. The following documents listed in (1) to (3) are required for the union
    (1) Union's bylaws or regulations
    (2) List of Union Members
    (3) Certificate of all historical matters of the member or a copy of the Certificate of Residence
  5. For those who wish to participate in estimates for small-scale construction, if necessary permits are required to perform the work of the industry, a copy of the documents certifying that the necessary permits have been obtained.

Notes

Among the attached documents, the certificate of all registered matters and the copy of the Certificate of Residence must be the original issued within three months prior to the application date.

Application Form

Registration in the Directory

When there is an application for registration in the roster, we will review the application form and other documents, and notify the results of the review in writing.
When the application is deemed appropriate, it will be registered in the list, and the list will be made public to each department within City Hall.

Validity Period

The validity period is set for one year, from April 1, 2025, to March 31, 2026.
Note: New applications will be accepted at any time, but in this case, the validity period of the registered name list will be from the date of registration until March 31, 2026.

Notification of Changes or Deletion of Registered Information in the Registration List

In case of changes

If there is any change in the registered information, please submit the Application Form for Changes in Qualification for Participation in Competitive Bidding.

In case of suspension or discontinuation of business

When you suspend or discontinue your business, or when the union is dissolved, the registration will be canceled, so please submit the Application Form for Cancellation of Eligibility to Participate in Competitive Bidding.

If you lose eligibility for other applications

Since we will cancel the registration, please submit the Application Form for Cancellation of Qualification for Participation in Competitive Bidding.

Note: However, if any of the following applies, the registration will be immediately canceled regardless of the application.

  1. When it is found that false statements were made in the Application Form or attached documents during the application process
  2. When applicable to the matters for cancellation application, and the cancellation was not applied for within a reasonable period of time
  3. When fraudulent or significantly dishonest conduct is recognized regarding contracts ordered by the city
