Citizen Charter
In 1981, Inagi City, which had developed from a quiet farming village into a residential city near the capital, faced a diversification of citizens' minds due to urbanization and population growth. In response, the citizens joined hands to raise civic awareness and solidarity, aiming to promote richer Community Development together. Therefore, a draft was created so that "every citizen can implement this charter," and opinions were sought from about 200 organizations including Social Education groups and Neighborhood Associations. After nine proposal committee meetings, it was submitted to the City Council on September 29 and the "Inagi City Citizen Charter" was established on November 1.
Inagi City Citizen Charter (Established November 1, 1981)
Our town Inagi, nurtured by the lush greenery of the Yokoyama in Tama and the clear streams of the Tama River since ancient Jomon times. We established a citizen's charter to create a hometown of peace and friendship that we can love and live in forever. Let each citizen use this charter as a guiding principle to cooperate in making our town richer.
Let's cherish the sun and greenery, and create a town with the scent of earth.
Let's be aware as citizens and work together to create a livable town.
Let's create a town that cherishes children and nurtures young talent for over a year.
Let's create a town where we can work with a smile, both physically and mentally healthy.

Establishment of the Inagi City Citizen Charter Promotion Council (November 29, 1984)
In order to develop a city-wide movement that leads to attractive and prosperous community development, the opinion was expressed that a “Promotion Council” is necessary.
Based on this, with the cooperation of 24 civic groups, the preparatory committee for the establishment of the (provisional name) Inagi City Civic Charter Promotion Council was launched, and within it, the council's regulations, member organizations, and business plans were examined.
Chairman's Greeting
The articles, which present ideals that are easy for anyone to understand and are semi-permanent, are something we believe to be proud of and not embarrassing to present anywhere. We have been conducting projects every year to spread this Civic Charter among everyone. As community development progresses, a diverse range of people have become citizens of Inagi City, and the diversification of values is advancing. Amid urbanization, we want to continue awareness activities so that the Civic Charter becomes an opportunity to foster a sense of solidarity among all citizens.

Project Introduction
We are divided into five subcommittees based on the five items of the Inagi City Citizen Charter and carry out activities accordingly. In addition, we conduct awareness activities for citizens and participate in the National Citizen Charter Movement Liaison Council, the only one joined in Tokyo, where people involved with citizen charters from various municipalities gather to exchange opinions and hold study sessions.
Environmental Committee
A movement to cherish the sun and greenery, and to create a town with the scent of soil
As part of the Flower-Filled Movement, we carry out flower planting every May and November.
Kindness Committee
A movement to create a livable town by being aware as citizens and helping each other
We participate in the “I (Ai) no Machi Inagi Citizen Festival” and conduct awareness activities targeting children who will bear the future.
Family Committee
A movement to create a town that cares for the elderly and children, and nurtures the power of youth
We are conducting awareness activities inside Yomiuriland.
Health Committee
A movement to create a town where people can work with a healthy mind and body, and with a smile
The hiking event is open not only to residents, students, and workers within the city but to everyone.
Cultural Committee
A movement to honor tradition, enhance culture, and create a town with a promising future

A Town with a Citizen Charter — It’s Great to Have a Prosperous Town
Commemorative Monument
At the relaxation plaza on the north side of Inagi City Hall, there is a monument engraved with the preamble and articles of the Citizens' Charter. This was donated by the Tokyo Inagi Rotary Club on February 28, 1983, in prayer for the prosperity of the citizens of Inagi City.
