Announcement of the 2014 Business Evaluation (Basic Green Plan)
In Inagi City, we are engaged in Community Development focused on water and greenery based on the "Inagi City Green Basic Plan" revised in fiscal year 2011.
Below, we will report on the projects implemented in fiscal year 2014 and the evaluation results from third-party organizations.
1 Green Ring Conservation and Utilization Project
Policy Name: Designation and Expansion of Natural Environment Conservation Areas

- It is unfortunate that we could not make a new designation. It was good that the land owned by Komazawa Gakuen ultimately became a residual green space (which can be preserved) as promised during construction.
It was good to take action to change the candidate site.
It seems that negotiations with landowners will be difficult, and it is unfortunate that no new designations were made.
I was glad to learn that even if the land owned by Komazawa Gakuen cannot be designated, it can still be preserved. The green space visible from the classroom is full of nature and is wonderful.
I understand that persuading landowners is difficult due to individual circumstances. I would like to commend the flexibility shown in changing the designated order based on the situation and moving forward from where it seems feasible. I look forward to future results.
I think it is generally progressing according to plan, so I will evaluate it.
Encouraging designation as a conservation area serves as support for landowners to avoid easily parting with their land, which ultimately leads to the preservation of greenery. However, it is also understandable that the management condition after designation may not always be maintained in good condition.

It is understandable that we cannot grasp the intentions of organizations that are interested in activities, but I wonder if there is a way to increase opportunities to make connections with people who have the potential to communicate from the city.
2. Local Green Space Development Project

Personally, I believe this is the case that requires the most sense of urgency.

I hope that by making the Chibikko Square eligible for the leased park system, it will be more securely guaranteed as a park.
The offer of donations can be considered an achievement. Furthermore, if there is a children's playground in areas lacking parks, it raises expectations for the future even more.

The diligent efforts are commendable. In particular, the management of the lawn at Inagi Dai 2 Junior High School is excellent.
The evaluation by the responsible department was lowered due to on-site inspection. (Implemented only at the 6th elementary school)
Maintaining grass is more difficult than installing it. Without a clear vision, it is hard to maintain the grass after installation. Regarding rooftop greening, if we are not satisfied with the installation and can make the management itself part of student research, it could become a more meaningful investment.
Feel the variations by region.
The lawn of the Second Junior High School is indeed characteristic of the Hirao and Sakahama areas.
Regarding the greening of the schoolyard, even though there are variations in area and management conditions, I appreciated the sentiment of starting with a first step.
Of course, there are impressive cases being utilized as soccer fields, and it seems that even small corners are used for warm-up exercises in physical education classes, which makes me realize that children are being nurtured to be familiar with nature.
Although maintaining and managing requires effort, I felt that the project of "Green Education" (Ryokuiku: nurturing greenery) has significant and tremendous benefits.
The school's rooftop greening has just been completed, so we look forward to what comes next.

Although there are differences in the area of grass coverage and management conditions, the value of its presence in schools is high.
Looking at the current situation of the 2nd Junior High School, I realized that the cooperation of the PTA and the community is essential.

The schools implementing this program account for 24% of the total, and it is questionable whether this movement will expand in the future. I believe we should clarify the reasons for discontinuation, whether it is a matter of necessity or management, and consider our response moving forward.
I think managing summer vacation at school is tough.
Is it that the boom in schools has passed, resulting in a sharp decrease in the number of schools implementing it?
I would like the department in charge to not only tally the numbers but also to understand the reasons for discontinuing the efforts.
This decrease in change is very interesting as a committee member.
If there are disadvantages, it is necessary to list and analyze them, and to devise countermeasures. I would like to request awareness based on reality.
In the future, in order to achieve the business goals, I would like to compile successful case studies from schools that are doing well and use them as educational materials for schools that have not yet implemented them. I hope you recognize that the responsibility for failures lies with the responsible department. If there are differences in efforts among schools, I believe guidance should be provided to eliminate those disparities.

Green roofing is being implemented at the Cultural Center and i Plaza.
The efforts of each Cultural Center are evaluated.
Regarding the use of 'Ocean Blue', it has a strong short-day nature and is a perennial plant, so if you do not plan to overwinter it, I feel that 'Morning Glory' is more suitable in terms of flowering and subsequent management. Additionally, for the purpose of harvesting, I think that increasing the variety with options like bitter melon, loofah, green beans, and cucumbers would make it less monotonous.
It is good that the green curtain has the effect of softening direct sunlight at the window.
I think it was effective this year, especially because it was an extreme heat.
Originally, it is a facility where people gather, and since the container is installed in a place with foot traffic, being visible to people is a good thing. Therefore, it may be thriving (well-managed).
The goal of the 5 Cultural Centers is implemented in 4 centers, which is a somewhat lenient evaluation, but I marked it as ○.
The Third Cultural Center has been scaled down since last year. I feel that more active continuation is difficult.
Policy Name: Greening of Public Facilities (Community Promotion Plaza)

Maintenance (Continuation) of the Green Roof at the Community Promotion Plaza

- The roof of the Community Promotion Plaza is under construction. The management status remains as it was at the time of planting.
Since there are no facilities to maintain, adequate management cannot be expected.
The evaluation by the responsible department was lowered due to on-site inspection.
Maintenance and continuation are difficult.
An impression that it is not a difficult construction (water stagnation) in water management.
Maintenance is not being done well (green roof of the Community Promotion Plaza).
At the time the building was constructed, it was expected that rooftop greening would be implemented to meet the greening rate, but it seems that sufficient facilities were not provided.
The rooftop is usually closed, and daily maintenance seems quite difficult. Nevertheless, the surface temperatures were completely different between the areas with soil and plants and the concrete areas, so it seemed that there was an effect in mitigating the heat island phenomenon.
Even if it was due to an era when the concept of rooftop greening had not yet permeated, it is truly disappointing that the design lacks sufficient facilities.
The current situation is only evaluated as being maintained. I hope for improvements in quality in the future and that a good green environment will be preserved in the final year.
I felt that the condition of the sedum was worse than last year, but the surface temperature was lower than the adjacent area that is not greened, and I realized that there is an effect of rooftop greening. Since it is a secluded rooftop with no risk of spreading to the neighborhood, I have heard opinions that if we increase drought-resistant weeds like daylilies or wild mustard instead of sedum, we can secure a lot of greenery even in adverse conditions.

Maintenance (Continuation) of the Rooftop Greening at Inagi City Health Plaza

- Management is currently being conducted by a designated administrator. Despite the presence of irrigation facilities, many areas appear to be withered.

Although the dragon's beard grass does not grow tall even when fully grown, which may make it easier to manage, I think it is a waste to occupy 261 square meters solely with dragon's beard grass. Even in an environment that is not easily accessible to the general public, I believe it is possible to promote the rooftop's condition to those who are utilizing it, so there may be room for consideration.
Since the inspection took place in the middle of summer, I didn't think the condition was very good (green roof of i Plaza in Inagi City).
It is good that measures for rooftop greening have been implemented at the design stage, and that it is equipped with a timer for watering.
Some hospital rooms in the City Hospital can be seen from a distance, and I believe that the greenery surrounding them brings comfort to some people.
It is a bit lonely that there is only one type of Ryu-no-hige, but since it is usually a closed-off area, it can be said to be realistic.
It seems that the reason for the smooth progress of pruning the dragon's beard is as follows.
I am worried that the condition of the dragon's beard may not be maintained well.
Some are withered.

I would like the hospital outpatient building to be filled with greenery, even if it is just weeds.
The combination of trees that shine with seasonal colors is crafted in a three-dimensional way, resulting in a high level of completion.
Has watering equipment and does not neglect regular trimming.
It seems that from the beginning, the operation of the parking lot and the management of green spaces have also been entrusted to business operators, and I felt it was a professional job (rooftop greening of the City Hospital outpatient examination building and i Plaza).
Evaluate that a good condition is being maintained.
I believe there is a reason why not only the dragon's beard but also low shrubs like abelia are well maintained. I want to explore that reason and see if it can be utilized in other places.

Maintenance (Continuation) of Rooftop Greening at SHIROYAMA EXPERIENCE STUDY INSTITUE

- Due to the surrounding mountains and forests, it is difficult to manage as grass and tree seeds scatter.

It seems necessary to replant, as about one-fifth of the area shows signs of wilting.
There is a lot of greenery in the surrounding area, but due to the extreme heat, it seems that the greening is not being maintained (SHIROYAMA EXPERIENCE STUDY INSTITUE rooftop greening).
Perhaps because I visited at a different time than when the photo was taken, it appeared to be withered in the summer from a distance.
It is a relatively new facility, designed to incorporate rooftop greening, so basically the rooftop is not accessible to the general public, but I wanted to conduct a site inspection.
Evaluate that appropriate mowing and weeding are being carried out and that greening is being maintained.
I think that white clover and screw grass were planted for a purpose, but I believe they are not suitable as materials for greening.
Due to the area being surrounded by greenery, weeds are prominent.
Policy Name: Consideration of Maintenance Management that Reflects Natural Tree Shapes (Parks)

The management of the deciduous forest in Shiroyama Park has been praised for prioritizing tree cutting to create safe and secure walking paths, as the dead trees have become prominent.
It is said that the work was only conducted at Inagi Central Park, making it difficult to evaluate just one park.
The natural tree shape is considered to be the ideal form of a tree. If left unattended, the branches and leaves will grow to fill the space, appearing natural at first glance. However, due to the dense foliage, the lower branches will decline and die off, leaving only the upper branches. It seems essential to maintain the tree's qualities, the density of branches and leaves, the length of the structural branches in relation to the tree height, and the distance between trees. Regarding parks, while following the objectives, safety must be ensured, and it is difficult to evaluate what is being done as it is not visible.
I think the scope is too broad and it's difficult.
The business report is difficult to understand and does not create a clear image.
I would like a more detailed report on which area of Central Park, what types of trees were selected, and how they were pruned, or whether they are being observed without pruning.
Chuo Park has a wide area of mixed woodland, and the restricted areas have a low risk of accidents, so I think it is appropriate to start here.
It would be good to inform through public relations once it is on track.
The project goal is 5 parks, and the implementation is for 1 park, so participation is reasonable.
It is unclear what defines a natural tree shape, but if pruning is to be done to maintain a natural tree shape, then sufficient budget should be secured for that.
If there is no budget, I think that unless we change our business goals, the evaluation will always be a △.
It feels like the nearby Hirao neighborhood park is managed in a way that allows one to feel nature.
Policy Name: Consideration of Maintenance Management that Reflects Natural Tree Shapes (Roads)

I would like some maintenance to be done on the Tamagawa Cycling Road.
According to the report, it did not achieve a natural tree shape, but it seems that pruning work was carried out on two routes. Looking ahead to the future of the trees, by considering the balance of the growing environment, spacing between trees, varieties, physiology, and tree height, we aim to achieve the desired natural tree shape through branch retrenchment pruning. Especially when the same contractor is performing the work, it tends to be similar to previous work, and guidance seems necessary.
I think that year-round management and cultivation is difficult due to the weather (this season on the Tama River Cycling Road, Misawa River side road).
I think it would be sufficient to investigate the timing for not cutting off flower buds and determine the pruning period (in order) for each route within the city.
I believe that both now and in the past, gardeners have been pruning in a way that preserves the natural shape of the trees.
It cannot really be evaluated. I do not know what to do. The people in the management department may understand, but I do not. Perhaps the goal is to manage the roadside trees in a way that gives a sense of their natural form, but as it stands, it cannot really be evaluated.
3. New Urban Area Green Creation Project

In February 2015, the construction of Minamiyama Elementary School and the greening project of Minamiyama Elementary School were completed as scheduled, and the greening of the site and rooftop was developed as planned.

The greening development of Minamiyama Elementary School is evaluated.
Rooftop greening has been implemented. However, it seems a waste to only consider its benefits in elementary schools in terms of mitigating the heat island effect and temperature moderation. In the future, if it can be used for educational purposes, it is believed to become a more effective investment.
We ask that the greening be well maintained and managed.
Having completed the hardware as planned, attention is now focused on methods for future maintenance and management.
I am very curious about what kind of results will come from the latest concepts and facilities.

I remember that over 30 years ago, there was a large participation in activities and training at the Third Cultural Center in the Hirao area. I hope that a flow will be created that encourages activities that actively promote citizens' volunteer spirit and provide support and opportunities.
