The current public accounting of local governments primarily operates on a "cash basis and single-entry bookkeeping" that focuses on cash flow to ensure proper and reliable execution of the budget.
However, this method does not allow us to grasp stock information such as assets accumulated from annual budget execution and the liabilities incurred for that, as well as costs that do not involve cash expenditures like depreciation expenses.
Therefore, in Inagi City, we have been preparing financial documents based on the Ministry of Internal Affairs and Communications' revised model, which incorporates the concepts of accrual accounting and double-entry bookkeeping as outlined in the "Report of the New Local Government Accounting System Research Group" and the "Report of the New Local Government Accounting Practice Research Group" published by the Ministry of Internal Affairs and Communications.
In addition, starting from the fiscal year 2011, in order to increase accuracy further, we will establish a fixed asset ledger and create financial documents based on a standard model that performs journal entries for each transaction, and we have compiled the creation guidelines into a booklet titled 'New Public Accounting System of Inagi City.'
This time, based on a request from the Ministry of Internal Affairs and Communications, we have created financial documents based on a unified standard starting from the fiscal year 2015, and revised the contents of the booklet to correspond to the unified standard.
