Regarding the Establishment of the Basic Autonomy Ordinance
In Inagi City, the decline of Neighborhood Associations and town associations is progressing at an astonishing pace. Unlike the past when it was a village society, factors such as the relocation of new residents due to condominium construction may also be contributing.
The 2024 revision of the Local Autonomy Act established the "Designated Regional Joint Activity Group System." It is expected to serve as a "Collaboration platform," but given the current citizen situation, its effectiveness is questionable.
Currently, some council members are working on the "Basic Neighborhood Association Ordinance" system, and we must not miss this opportunity. Taking advantage of the revision of the Local Autonomy Law, we hope you will strive to amend the ordinance to advance resident autonomy one step further.
Response
First, the proposed Basic Ordinance on Local Autonomy is an ordinance that summarizes the fundamental principles such as "basic rules for municipal administration" and "mechanisms for resident participation" independently established by local governments. Specifically, it stipulates the roles of the administration, the rights and obligations of residents, information disclosure, mechanisms for Collaboration, and clearly defines the operational policies of the municipality.
Regarding the above content, it is recognized that the national government has already established the basic framework through the Local Autonomy Law and various related laws. Simply enacting new ordinances and stating "basic principles" may not lead to solving specific issues on the ground, and there is a concern that the ordinances may become mere formalities.
Based on this, our city will focus on effectiveness by enhancing the operation of existing individual ordinances and regulations in each field, and strive to achieve effective administration.
