This is an IC card that has started being issued due to the operation of the Basic Resident Registration Network System. It can be used to receive copies of the Certificate of Residence on a wide area basis and as a storage medium for electronic certificates.
There are two types of cards: one with a photo and one without. The Basic Resident Registration Card with a photo can also be used as a form of identification.
Please note that the issuance of the Basic Resident Registration Card has ended as of December 28, 2015, due to the start of the Individual Number System.
