When a contract for the transaction of land exceeding a certain area is made, the rights acquirer (buyer) must notify the governor of Tokyo through the mayor of the municipality where the land is located within 2 weeks (including the contract date) after the contract is concluded.

Subject of Notification: Transactions involving a group of land (land transactions that exceed the area specified in the table below in total) require notification for each contract.

Land transactions subject to notification
Sale, Bid, Disposal of reserved land (land readjustment), Exchange, Business transfer, Transfer of collateral, Payment in kind, Transfer of shared ownership, Transfer of reservation completion rights, Transfer of buyback rights, Transfer of trust beneficiary rights, Transfer of position, etc.

Notification period: Within 2 weeks after the contract is concluded (including the contract date)

  • For reservations and contracts with conditions for suspension (cancellation), notification is required within two weeks after the conclusion of the contract.
  • Please submit your notification even if the two-week deadline has passed.
  • If you make a false declaration, you may be punished by law. (Imprisonment for up to 6 months or a fine of up to 1 million yen)

Documents to be submitted: 4 copies to be submitted

Please submit the following documents in 4 copies (1 original, 2 duplicates, and 1 copy for the submitter) to the Community Development Planning Division (3rd floor of City Hall).
Please submit 3 copies (1 original and 2 duplicates) bound in an A4 flat file. (No label required)

  1. Land Sale Notification Form
  2. Copy of the Contract
  3. Location Map (Map at a scale of approximately 1:25,000)
  4. Surrounding Situation Map (Map at a scale of approximately 1:2,000: Residential Map, etc.)
  5. Floor Plan (Public Map, etc.)
  6. Measured Drawing (Attach if the sale is based on the measured area)

The format of the power of attorney is optional.
As of January 1, 2021, it is no longer necessary to affix a seal to the notification, application, or power of attorney under the National Land Act.
