Individuals who have lost their jobs due to bankruptcy, dismissal, or termination may have their National Health Insurance Tax (income-based portion related to salary income) reduced upon application.

Eligible Individuals

Those who receive unemployment benefits with the following qualifications
Note: Those who are 65 years old or older as of the day following the date of resignation are not eligible.

(1) Specific recipients of employment insurance (e.g., those who have left due to bankruptcy, dismissal, etc.)

Unemployment Insurance Eligibility Certificate Discharge Reason Codes: 11, 12, 21, 22, 31, 32

(2) Specific reason for leaving for unemployment insurance (e.g., leaving due to termination of employment)

Employment Insurance Recipient Qualification Certificate Separation Reason Code: 23, 33, 34

Application Method

Please apply at the National Health Insurance Section counter number 5 on the 1st floor of City Hall.
Please bring the "Employment Insurance Benefit Qualification Notification (original)" or the "Employment Insurance Beneficiary Certificate (original)" at that time. Applications can also be made at the Hirao Branch Office and Wakabadai Branch Office.

  • Note: Applications cannot be made by phone or mail.
  • Note: The "Notification Regarding Special Case Insured Persons, etc." is also available at the National Health Insurance Section counter.

Details of Reduction

The National Health Insurance Tax is calculated based on the previous year's salary income, considered as 30% of that amount.

Period of Reduction

It is the period from the day after leaving the job until the end of the following fiscal year.

  • Note: This period is different from the period for receiving unemployment benefits under employment insurance.
  • Note: If you are enrolled in the National Health Insurance, you will continue to be eligible even if you get a job in the meantime, but if you withdraw from the National Health Insurance, such as by joining a company's health insurance, it will end.

Open on weekdays from 8:30 AM to 5:00 PM
Note: On holiday opening days, the hours are from 8:30 AM to 11:45 AM and from 1:00 PM to 5:00 PM
Note: Holiday opening hours apply only to City Hall.
