The purpose is to promote welfare by providing allowances to individuals with physical and mental disabilities.

Eligibility

Individuals aged 20 and over who hold a Physical Disability Certificate of Grade 1 to 4, those who have an Ai no Techo of Grade 1 to 4, and individuals with cerebral palsy or progressive muscular atrophy
Note: Those who fall under the payment restrictions will not receive support.

Physical Disability Certificate 1st and 2nd Class

15,500 yen

Physical Disability Certificate Level 3

12,500 yen

Physical Disability Certificate Grade 4

5,000 yen

Love Handbook 1, 2, 3 Degrees

15,500 yen

Love Handbook 4 times

12,500 yen

Individuals with Cerebral Palsy and Progressive Muscular Atrophy

15,500 yen

Notes: Those who have changed their disability grade must submit a change notification.

Payment Restrictions

Those who fall under any of the following categories are not eligible.

  1. Those who exceed the income limit criteria
  2. Individuals residing in the facility
  3. Persons aged 65 and over who have newly obtained a handbook (note)
    Note: Those who have obtained a qualifying disability certificate before turning 65 and meet any of the following criteria are eligible.
    1. If there was no address within the Tokyo Metropolis area
    2. If you were unable to apply for the Disability Welfare allowance because you were residing in a facility
    3. If you were unable to receive benefits because your income exceeded the limit

1 or more The amount of 3,604,000 yen, plus 380,000 yen for each dependent (if there is an elderly dependent spouse or elderly dependent relative, add 100,000 yen for each; if there is a specific dependent or a dependent eligible for deduction (limited to those under 19 years old), add 250,000 yen for each to that amount)

Notes: For details on deductions, please contact the Disability Welfare Division.
In the table, "Dependent Spouse for Elderly Tax Deduction" will be read as "Persons aged 70 and over among dependents living in the same household" for allowances from August 2019 onwards under the Income Tax Act.
