Disability Welfare Allowance for Persons with Physical and Mental Disabilities
The purpose is to promote welfare by providing allowances to individuals with physical and mental disabilities.
Eligibility
Individuals aged 20 and over who hold a Physical Disability Certificate of Grade 1 to 4, those who have an Ai no Techo of Grade 1 to 4, and individuals with cerebral palsy or progressive muscular atrophy
Note: Those who fall under the payment restrictions will not receive support.

Notes: Those who have changed their disability grade must submit a change notification.
Payment Restrictions
Those who fall under any of the following categories are not eligible.
- Those who exceed the income limit criteria
- Individuals residing in the facility
- Persons aged 65 and over who have newly obtained a handbook (note)
Note: Those who have obtained a qualifying disability certificate before turning 65 and meet any of the following criteria are eligible.- If there was no address within the Tokyo Metropolis area
- If you were unable to apply for the Disability Welfare allowance because you were residing in a facility
- If you were unable to receive benefits because your income exceeded the limit

Notes: For details on deductions, please contact the Disability Welfare Division.
In the table, "Dependent Spouse for Elderly Tax Deduction" will be read as "Persons aged 70 and over among dependents living in the same household" for allowances from August 2019 onwards under the Income Tax Act.
