Evacuation Assurance Plan for Facilities for Individuals Requiring Special Consideration

The "Flood Control Act" and the "Sediment Disaster Prevention Act" have been amended, and owners or managers of facilities for individuals requiring special consideration located in flood-prone areas are now required to create evacuation assurance plans, conduct evacuation drills, and report on the drills conducted based on the created evacuation assurance plans.

Evacuation Assurance Plan
The evacuation assurance plan is a plan that establishes necessary measures to ensure the smooth and prompt evacuation of facility users in the event of potential water disasters or landslides.
Matters to Be Specified in the Plan
- Disaster Prevention System (Information Gathering, Evacuation Sites and Routes, Preparation of Equipment and Materials, etc.)
- Evacuation Guidance for Users and Others
- Facility Improvements to Ensure Evacuation
- Implementation of Disaster Prevention Education and Training Assuming Possible Disasters
- When Establishing a Self-Defense Flood Control Organization, Activity Procedures and Education and Training for Members
(Note) Facilities that have established specific plans for emergency disasters based on Ministry of Health, Labor and Welfare ordinances, etc. (Emergency Disaster Response Plans), or fire prevention plans, can be considered to have created an evacuation assurance plan by adding the necessary items to their existing plans.
Applicable Facilities
Facilities used by vulnerable individuals located within the assumed flood inundation areas of the Tama River and Misawa River basins, as well as special warning zones for sediment disasters, whose facility names and locations are specified in the Inagi City Regional Disaster Prevention Plan
