What is External Reporting
In Inagi City, a reporting window for external whistleblowing to Inagi City from external workers, etc. (hereinafter referred to as "external whistleblowing") has been established as follows.
What is External Reporting
External reporting refers to workers, etc., reporting to an administrative agency authorized to impose sanctions or make recommendations that a criminal act or a fineable act violating the applicable laws, or an act that ultimately leads to criminal penalties or fines, has occurred (or is about to occur) at their place of labor provision.
External Reporting Contact

Persons making an external whistleblowing report (hereinafter referred to as "whistleblowers") should submit their reports in writing, by mail, email, fax, or oral interview.

Requirements for External Reporting (Reporter)
The reporter must be a "Worker".
According to the provisions of the Whistleblower Protection Act, "workers" include regular employees, temporary staff, part-time workers, and also officers.
Also, individuals who were workers and have not passed one year since their retirement can also report.

Requirements for External Reporting (Applicable Laws for Reporting)
From the perspective of preventing the occurrence of legal violations that threaten the safety and security of the public and mitigating damage, not all laws are subject to reporting.
Only the laws specified in the appendix of the Whistleblower Protection Act, as "laws related to the protection of the life, body, property, and other interests of the public," are applicable.
Requirements for External Reporting (Other)
1. "Not for an improper purpose"
Reports made for the purpose of obtaining illegal benefits, causing damage to the company, defaming or entrapping others, etc., are not protected.
2. The report must concern "a violation of laws related to the life, body, or other interests of the public that is occurring or about to occur"
3. "There are reasonable grounds to believe it"
It is necessary to have reasonable grounds, such as evidence materials like internal documents that support the reported content, rather than mere hearsay.
4. "The report concerns facts over which the city has authority to take measures or make recommendations"
The city acts as the contact point for external public interest whistleblowing only in cases where it has the authority to take measures such as disposition or recommendations.
Processing After Acceptance of External Reporting
Regarding the above report, after the General Affairs and Contracts Division reviews the external reporting requirements, it will be properly handled in accordance with the "Guidelines on Reporting Responses by Local Governments Based on the Whistleblower Protection Act."
