There are two systems that allow citizens to request audits from the audit committee: administrative audit requests and resident audit requests.

Request for Administrative Audit (Local Autonomy Act Article 75)

All city work is covered.
A petition requires signatures from at least 1/50 of the number of eligible voters.

Request for Resident Audit (Local Government Act Article 242)

This system allows for audits of illegal or improper financial and accounting actions by the city's executive bodies and staff, and requests necessary measures to prevent, correct, and compensate for damages caused by such actions.
The following financial accounting actions are subject.

  1. Public Expenditure
  2. Acquisition, management, and disposal of property (land, buildings, goods, etc.)
  3. Conclusion and performance of contracts (construction contracts, purchases, etc.)
  4. Liabilities and Other Obligations (such as Borrowing)
  5. Failure to impose and collect public funds (such as failure to collect Municipal Tax)
  6. Neglecting the management of property (such as failing to claim damages)

Note: Items 1 through 4 above also apply if there is a reasonable certainty that the respective actions will be carried out.
If more than one year has passed since the date of these actions, claims cannot be made unless there is a valid reason.
Any citizen can make a request individually.
