The production green space district is a system in urban planning aimed at systematically and permanently preserving agricultural land and other areas in the urbanization zone, contributing to the formation of a good living environment. In Inagi City, District Plan 430, approximately 93.31 hectares of production green space district has been designated. (Inagi City Public Notice No. 1, January 1, 2025)
If designated as a production green space area, you can receive tax incentives (Property Tax and inheritance tax), but proper management and conservation as agricultural land is required for 30 years, and activities such as the construction of buildings and land development are restricted.
Please understand the system of production green space areas well, and after consulting with your family, make the designated request.

Issuance of Certificates

For the issuance of the "Certificate of Being a Production Green Space District" and the "Certificate for Agricultural Land Applicable for Tax Payment Deferral Special Provisions," please refer to the Urban Planning Certification page.

Notification of Changes Regarding the Designation of Production Green Zones

Please notify us when there are changes to the land number, area, or owner regarding the designation of production green space areas.
No notification is required for changes after the purchase request.

1. Designation Criteria for Production Green Areas (Article 3 of the Production Greenery Act)

In June 2017, the Production Green Space Act was amended, and the minimum area for production green space districts was reduced from the current 500 square meters to 300 square meters or more, as determined by municipal ordinances.

2. Application for Designation of Productive Green Space District (Article 3 of the Productive Green Space Act)

The application period for the designated year 7 of Reiwa (scheduled to be announced on January 1, 2024) has ended.

Inagi City accepts applications for designation of production green areas every January.
The next application for the designated fiscal year 8 (scheduled to be announced on January 1, 2029) is planned to be conducted in January 2026.
The designation of production green space districts requires certain conditions, such as a minimum area of 300 square meters in a single block, so please consult the Community Development Planning Division in advance.
The designated Application Form is distributed at the Community Development Planning Division's counter.
In addition, there may be cases where agricultural land and other areas that were previously removed from the production green space district can be re-designated, so please consult the Community Development Planning Division.

3. Management of Production Green Areas (Article 7 of the Production Greenery Act)

Those who have the right to use or profit from the production green space must manage the said production green space as agricultural land, etc.
Additionally, it is possible for someone other than the landowner to be the primary engaged party.
In Inagi City, we have systems such as the "Agricultural Volunteer System" and the "Support Project for Matching Agricultural Land and Farmers" through leasing agricultural land, so please feel free to consult with us.

4. Restrictions on Activities in Production Green Zones (Article 8 of the Production Greenery Act)

In production green areas, permission from the city is required for construction (over 90 square meters) or land development.
In addition, the permit is limited to actions related to the installation or management of items necessary for agricultural operations that do not pose a risk of deteriorating the living environment. Examples include greenhouses, agricultural equipment storage areas, sorting facilities, etc.
Please consult the Community Development Planning Division in advance when applying for permission.

5. Purchase Request for Agricultural Green Space District (Article 10 of the Agricultural Green Space Act)

Owners of production green zones can request the city to purchase their land (procedure for解除 of production green zones) if they meet the following conditions.

  • When 30 years have passed since being designated as a production green space area
  • When the main worker has died
  • When the main worker is unable to work due to a breakdown, and farming becomes difficult (this will be determined by a medical certificate. If necessary, we will meet with the individual.)

Please consult the Community Development Planning Division in advance when making a purchase request.

Specific Production Green Space System

Regarding the designation of specific production green spaces

The Specific Production Green Space System is a system that allows for the extension of the designation period every 10 years for production green space areas that have passed 30 years since designation. Production green space areas that have passed 30 years since designation cannot apply for the inheritance tax payment deferral system at the next inheritance without receiving the designation of specific production green space. Additionally, after 5 years, property tax and urban planning tax may be taxed at the same rate as residential land.

About the designated production green spaces in 1992 and 1993

Regarding the application for designation of specific production green areas that has been approved for agricultural land, the designation of specific production green areas was carried out in three phases on January 1, 2022, October 1, 2022, and January 1, 2023.

About the designated production green spaces in Heisei 9 and Heisei 10

The confirmation of intent for specific production green spaces (first round) and the designated Application Form were mailed to the relevant parties in December of 2024.
Please consult with your family and submit the designated application.
Applications will be accepted on the following schedule.

Application Acceptance (First Round)

The reception has ended as of March 31.

Application Acceptance (2nd Round)

Scheduled for around summer of 2025.
For those who want to think carefully and for those who did not receive a response during the first round of applications, we will be accepting applications around summer, so please take your time and consider it carefully with your family.

Production green spaces that have been designated for more than 30 years (not designated as specific production green spaces)

You can make a purchase request (procedure for the release of production green space area) at any time.
Please note that even after 30 years have passed since the designation, the production green space will not be automatically解除.
