Acts Requiring Notification

Example

(1) Change of land parcel characteristics
  • Change of District
  • Cutting and Filling
  • Acts to convert land other than residential land, such as agricultural land, into residential land, etc.
(2) Construction of Buildings, Construction of Structures
  • New construction, expansion, renovation, and relocation of buildings (including garages and storage sheds)
  • Construction and renovation of structures (advertising towers, independent signs, gates, fences, walls, etc.)
(3) Change of Use of Buildings
  • Change the use of buildings, such as converting single-family homes into stores, etc.
(4) Changes to the form or color of buildings, and other designs
  • Painting of the exterior walls and roof (color change)
  • Changes to Outdoor Advertisements etc.
(5) Cutting of Trees and Bamboo
  • Cutting down trees in areas where "matters concerning the preservation of necessary elements to ensure a good living environment in existing forested areas, grasslands, etc." are established.

Note: Even if a building confirmation application is not required for exterior wall repainting (including repainting in the same color) or the installation/change of outdoor advertising, a notification of the District Plan is necessary.

Time of Notification

Please submit the notification at least 30 days before the start of construction and before the building confirmation application. (Article 58-2 of the City Planning Act)
Note: If it falls under the Inagi City Residential Land Development Guidance Outline, please submit a notification after project approval.

Documents Required for Notification

Complete set of documents for the District Plan <Number of copies to submit: 2 copies (1 original and 1 duplicate)>

  • Notification of Actions within the District Plan Area
  • Power of Attorney (Not required if the builder is submitting the notification themselves)
  • Consent Form
  • Copies of pages one to six of the building confirmation application (building)
  • Drawings (Among the drawings attached to the Building Confirmation Application Form, location map, site plan (scale 1/100 or larger), land area map, building area calculation map, floor plans for each floor (scale 1/50 or larger), elevation drawings (scale 1/50 or larger), cross-sectional drawings, greening plan (if there are restrictions on greening ratio) must be attached.
    Other necessary documents showing compliance with the restrictions of the District Plan, as needed

Note: Please submit books larger than A3 in Z-fold (single sleeve fold).

In the case of the Land Readjustment Project area (under construction), the following documents are also required.

In the case of union implementation

  • Copy of the Opinion Statement of the Association under Article 76 of the Land Readjustment Act (Paragraph 2) or the Permit (Paragraph 1)
  • Copy of provisional land exchange certificate or reserved land certificate, or both (including drawings)

In the case of city implementation

Copy of provisional land readjustment certificate (provisional land readjustment designation notice) or reserved land certificate, or both (including maps)
Note: If the addressee on the above documents differs from the registered name, please provide a copy of the proof documents related to the change of rights holder (such as a sales contract).

Items to be filled in the library

  • Please fill in the setback distance of walls, etc. (effective dimensions and shortest distance from the boundary line) from each boundary line. [Layout Diagram]
  • If you are installing a fence or barrier on the road surface, please specify the structure in detail. [Layout Diagram]
  • Please fill in the roof slope. (Only if there are restrictions) [Elevation View]
  • Please enter the Munsell value for the color of the exterior walls and roof. [Elevation View]
  • Please fill in the greening plan and the greening area. (Only if there are restrictions) [Layout diagram, greening diagram, etc.]
  • If there is a boundary of the District Plan within the site, please draw the boundary line on the layout plan and indicate the area of each site.

Processing Period for Notification Documents

  • If there are no deficiencies in the submitted documents, it will take about two weeks from the date of receipt.
  • We will issue a conformity notification and return a copy of the District Plan notification form.

Submission of Start Notification

  • Please submit the notification of conformity for the District Plan after its issuance, before construction. (One original copy, mailing is acceptable)
  • The name of the "Notifier" should be the same as that of the notifier for the District Plan.
