With the enforcement of the "Law to Partially Amend the Basic Resident Register Act" (promulgated on July 15, 2009), the operation of the Basic Resident Register Network System (Juki Net) for foreign residents listed on the Certificate of Residence began on July 8, 2013, just like for Japanese residents.

As a result, the following points will be changed.

The Certificate of Residence will include the Certificate of Residence code.

  • With the start of the operation of the Basic Resident Registration Network, the Certificate of Residence for foreign residents will include a Certificate of Residence Code (except in cases where a transfer is planned). The Certificate of Residence Code is a unique, random 11-digit number that does not duplicate nationwide and is essential for nationwide identity verification through the Basic Resident Registration Network.
  • This Certificate of Residence code will be notified by the "Certificate of Residence Code Notification." No procedures are required due to this notification, but please keep this notification document in a safe place.

Examples of Other Services Available

  • Procedures will be simplified, such as the ability to omit the submission of a Certificate of Residence copy at some administrative agencies.
  • You can also receive a copy of the Certificate of Residence from municipalities other than Inagi City. (Reference link: Wide Area Issuance of Certificate of Residence Copies)
    Notice: A presentation of a "public identification card with a photo" such as a residence card is required.
  • Those who have received the Basic Resident Registration Card can receive special provisions for the notification of moving in. (Reference link: Special provisions for the notification of moving in)
    Note: The issuance and delivery of the Basic Resident Registration Card has ended as of December 28, 2015 (Monday). Please be aware of this.
