The law to partially amend the Construction Business Act and others, promulgated on June 4, 2014 (Law No. 55 of 2014), revised the law concerning the promotion of proper bidding and contracting for public works (Law No. 127 of 2000). As a measure to prevent dumping contracts (which refers to the prevention of contracts that are unlikely to ensure proper execution of public works due to the amount of the contract), construction contractors are required to submit documents detailing the breakdown of the bid amount when applying for bids for public works, regardless of the amount.

Please note that for bids on construction projects announced by the city after April 1, 2015, the submission of a detailed cost estimate is required.

Target Construction

For construction projects that are announced or designated and bid on after April 1, 2015, the submission of a detailed cost estimate is required.
However, those based on unit price contracts are excluded from the eligible works.
