Regarding the usage fees for public facilities and administrative services, as well as the fees for issuing certificates, it is necessary for users, who are the beneficiaries, to bear a fair burden based on appropriate calculation standards, from the perspective of equity between those who use the services and those who do not.
In Inagi City, in 1997, we established the "Concept and Calculation Standards for Usage Fees" and in 1999, the "Concept and Calculation Standards for Service Fees." Based on these standards, we have been calculating usage fees and service fees. However, starting from the fiscal year 2011, we introduced a new public accounting system based on double-entry bookkeeping and the accrual basis. Furthermore, from the fiscal year 2017, we transitioned to a new public accounting system based on the "Unified Standards" of the Ministry of Internal Affairs and Communications. As a result, we are now able to grasp the full costs related to the management and operation of facilities and projects, including depreciation costs, allowing for more accurate cost calculations than ever before.
Based on the above, in order to promote "sustainable administrative management" and "appropriate user burden," we have formulated new calculation standards for usage fees and service charges that incorporate the perspective of the new public accounting system utilizing full cost information including depreciation expenses. We have invited your opinions as outlined below.
