Principle of Quorum

This refers to the number of attending members required to hold a meeting or make a decision. Typically, it is more than half of the total number of members. Unless in special cases, decisions made without a quorum are considered invalid.

Principle of Majority Vote

Decisions are made by a majority of the attending members in principle. The chairperson cannot participate in the vote, but in the case of a tie, the chairperson will make the final decision.

Principle of Public Meetings

Meetings are generally open to the public. The meaning of being open includes allowing attendance (to see and hear directly in the meeting room), the publication of meeting minutes, and recognizing freedom of the press. However, as an exception, a secret meeting can be held if decided by a majority of two-thirds or more of the attending members.
Although committees are not required to be open to the public, the Inagi City Council makes them open with the Chairperson's permission. However, due to the limited space in the committee room, there is a limit to the number of people who can enter.

Principle of Non-Continuation of Sessions

The council operates independently for each session. Therefore, any matters that have not been resolved during that session will disappear with the end of the session. However, as an exception in this case, continued examination in committee is permitted by resolution.

Principle of Non-Res Judicata

Cases decided by the council cannot be submitted again during the same session, in principle.

Principle of Agenda for Incident One

Each case will be treated as a separate agenda item and will be discussed as a principle. However, for the sake of efficiency and convenience, they may also be addressed as a single agenda item.
