While it can be said that disaster preparedness measures for individuals and evacuation centers have gradually improved due to increased disaster awareness, there are numerous reports indicating that in actual evacuation center life, consideration for the differing needs of men and women is lacking, forcing vulnerable individuals to endure unreasonable hardships and live in dangerous environments.
This time, we held a workshop on setting up evacuation shelters to learn perspectives and methods for ensuring that those who are often in vulnerable positions during disasters, including women, can maintain their physical and mental health, especially now when anyone could potentially become a future disaster victim.
Note: For more details, please refer to the Gender Equality Promotion Forum 2024 leaflet.

Instructor

Mutsuko Tendo (Honorary Professor and Advisor to the President of Miyagi Gakuin, Council Member of the International Gender Studies Association)

Mr. Yu Ikeda (Assistant Chief, Disaster Prevention Division, Inagi City Fire Department)

Schedule

  • Part 1: Keynote Speech & Inagi Fire Station Staff Talk
  • Part 2 Workshop
Event Records

In the first part, we had a keynote speech by Mutsuko Tendo, who shared her experiences from the actual disaster-stricken areas while lecturing on "Disaster Feminism." We learned about the continuity between the everyday and the extraordinary, where inequalities that exist in normal times manifest as violence and discrimination during disasters. It is important to recognize and correct these inequalities in normal times and to incorporate multifaceted perspectives in the management of evacuation centers and support during disasters.
In addition, staff from the Inagi Fire Station spoke about the local disaster prevention plan and community disaster prevention organizations in Inagi City.

In the second part, we simulated setting up a shelter assuming we had evacuated due to a disaster. We shared the needs and concerns of various groups, such as single mothers, foreigners, people with disabilities, Older Adults, and families with children, and discussed how to manage the operation to address those issues in our groups.

In the survey after the forum, we received feedback such as "Empowered by the academic aspects and persuasive lectures based on real experiences," "Very easy to understand and listen to," and "I was glad to hear about my town from the staff of Inagi City."

What is the "Inagi Gender Equality Promotion Forum"?

The "Inagi City Gender Equality Promotion Forum" was held as the "Inagi City Women's Gathering" in 1975, commemorating the International Women's Year, with the theme of "A Good Society to Leave for Our Children."
After that, the name was changed to 'Inagi Women's Gathering', 'Inagi Women's Forum', and 'Inagi Gender Forum', while addressing various themes in different formats such as lectures, and it has now become the current 'Inagi Gender Equality Promotion Forum'.
In order to realize a society where everyone can live as themselves, a committee composed of citizens is engaged in various activities related to gender equality, including selecting themes, requesting and coordinating speakers, and managing operations and creating records on the day of the event.

2023 Inagi Women's and Men's Forum 2023 (46th Edition)

Keynote Speech: "Aiming for Politics that Reflects Women's Voices - The Shock of Japan's Gender Gap Ranking at 125"
Yasue Nukatsuka
In 2023, Japan ranked 125th in the Gender Gap Index published annually by the World Economic Forum. This is the lowest ranking since the survey began in 2006, primarily due to women's political participation.
Why is women's political participation not progressing in Japan? Let's think about it together.

2023 Inagi Forum for Women and Men 2023

Keynote Speech: "The Gender Gap Highlighted by the Pandemic"
Yuko Iijima
The prolonged COVID-19 pandemic has highlighted the disparities and hardships faced by socially vulnerable groups. This is not a new problem created by the pandemic, but rather a visibility of the already existing unequal social structure.
We learned about the issues that have been brought to light and their background, and considered a future where everyone can live more easily.

2022 Inagi Women's and Men's Forum 2022 Record Collection

Remote Lecture "What is 'Team Parenting'?"
Mr. Toshihiko Endo
"Team Parenting" refers to parenting that is not done solely within the household, but rather involves parenting together with child care support services and local community members.
What is childcare that is done collectively rather than individually?
