Background of the Initiatives

Efforts for wide-area cooperation between local governments have been developed in various fields according to the circumstances of each region. However, there is an increasing need to leverage these connections to address common administrative issues and wide-area challenges that go beyond administrative boundaries.
The Tama River, with its eternal flow, is shared by municipalities that enjoy the nature of each season. The Tama River Basin Cooperation Council, established in May 2013, currently involves 11 cities and wards (Hachioji City, Fuchu City, Chofu City, Hino City, Komae City, Tama City, Inagi City, Ota Ward, Setagaya Ward, Kawasaki City, and Machida City). Through the exchange of information and opinions on common issues and wide-area cooperation measures in the Tama River basin, it promotes initiatives that go beyond individual municipal boundaries.

Purpose of the Initiative

The population of Japan as a whole is declining, and the impact of this population decrease is one of the important issues in the Tama region as well. It is necessary to effectively and efficiently maximize the use of limited regional resources and continue to provide high-quality administrative services in the future.
Amid these circumstances, each municipality in the Tama River basin collaborates by sharing objective basic data such as population, finances, and land use, as well as industrial data and tourism information, to promote regional resources and the town's attractions, thereby contributing to the further development of the Tama area.

Promotion of EBPM (Evidence-based Policy Making)

By collaborating with other local governments, we identify issues and grasp the actual conditions of the city, while linking this to policy planning based on objective data and other evidence promoted by the Cabinet Office.
Enhancing the appeal of municipalities in the Tama River basin, contributing to further development of the towns, and ultimately promoting the overall advancement of the Tama region.

Basic Data (Attracting Appeal through Wide-area Collaboration Beyond City Limits)

Basic information such as the population and area of each city is compiled beyond city boundaries.

Overview of Inagi City (A City Brand Attractive to People and Businesses)

Inagi City is a city with a population of approximately 90,000, located 25 kilometers southwest of Shinjuku in central Tokyo, at the eastern edge of the Minami-Tama area. It borders Kawasaki City in Kanagawa Prefecture from the southeast to the west, and to the north, across the Tama River, it borders Fuchu City and Chofu City. To the west, it borders Tama City.
The city area measures approximately 5.3 kilometers from east to west and north to south, with an area of 17.97 square kilometers. Using the Tama River as the northern boundary, it forms an almost triangular shape.

Natural Environment

Inagi City is characterized by its abundant greenery, including the U.S. Army Tama Service Support Facility and the surrounding wooded areas, as well as several golf courses within the city. Additionally, there is a significant distribution of farmland, primarily consisting of pear orchards, in the urban areas.

In addition to the Tama River, Misawa River, and Yato River, the historic Omaru irrigation channel creates a pleasant waterside environment where various creatures inhabit the greenery and waterside areas.
As described above, our city is blessed with nature where you can experience abundant greenery and plentiful water.

Transportation

There are a total of six stations on the Keio Line and JR Line within the city. Each station on the Keio Line is about 30 minutes from Shinjuku Station and about 20 minutes from Hashimoto Station. Each station on the Nambu Line is about 40 minutes from Kawasaki Station and about 20 minutes from Tachikawa Station.
On the other hand, in road traffic, the Inagi Interchange connecting to the Chuo Expressway has opened, and the smooth flow of road traffic is also progressing due to community buses for vulnerable road users and the elimination of level crossings through the elevation of each station.
As described above, our city is characterized by the convenience of commuting and attending school, as well as the high accessibility of road traffic both within and outside the city.

Mechanic Designer Kunio Okawara Project

Inagi City, being the hometown of the renowned mechanical designer Kunio Okawara, is promoting the "Mechanical Designer Kunio Okawara Project," which aims to create an attractive city for children and families by installing Kunio Okawara's design works within Inagi City and holding events such as the Mechanical Designers Summit, striving to build a vibrant community.
By promoting this project, we will enhance the appeal of Inagi City, leading to regional revitalization, promotion of tourism businesses, an increase in residents, and more.

Bicycle Town

In Inagi City, there are many places to enjoy cycling, such as the Tamagawa Cycling Road and the Minami-Tama Ridge Road, attracting many cyclists from both inside and outside the city.
In addition, in 2018, we introduced a bike-sharing system and are focusing on improving the environment to enhance mobility within the city.
Furthermore, it has been decided that the cycling competition (road race) of the Tokyo 2020 Olympic Games will pass through the city. As a legacy of the event, construction is underway for a provisional Cycle Cafe within Inagi Central Park along the course, which will serve as a gathering place for citizens, park users, and cyclists.

Home Town of Professional Sports Clubs

Our Hometown Inagi's Verdy

The professional soccer club Tokyo Verdy, which has Inagi City as its hometown, has been based in Inagi City since its move to Tokyo in 2001.
We have been collaborating and supporting each other through events such as hosting Hometown Day, displaying street flags, and introducing a theme song as the train approach melody at Keio Sagamihara Line Inagi Station.

Collaboration with the Yomiuri Giants

Inagi City is promoting collaboration as the hometown of the Yomiuri Giants. Along the road "Yomiuri V Street," which leads from Keio Yomiuriland Station on the Keio Sagamihara Line through the Yomiuri Giants Stadium to Yomiuriland, handprints of 103 managers, coaches, and players who were with the Yomiuri Giants when the road was completed in 2009 are embedded.
Also, from Keio Yomiuriland Station, there is a 283-step staircase called the "Path to the Giants" leading to the Giants Stadium. At the top, there is a stone monument inscribed by Shigeo Nagashima himself with "Path to the Giants." From the summit, you can enjoy panoramic views not only of Inagi City but also of Fuchu and Chofu areas, making it a popular night view spot.

In addition to the tourist spots mentioned above, the city and the Yomiuri Giants have concluded a mutual cooperation agreement aimed at contributing to the development of sports in the local community and Sound Youth Development. They collaborate and support each other through activities such as visits to kindergartens and elementary schools within the city, the Inagi City Festa, and the operation of the Giants Academy.
Also, TOKYO GIANTS TOWN will open its core facility, the "Giants Town Stadium," on March 1, 2025, and will have a grand opening in 2027 as a new hub including an aquarium and dining facilities.

Support for Businesses

In Inagi City, we hold consultations regarding business startups, management, and business funding, as well as themed consultation meetings. We also offer seminars that are useful for business startups and management, including the Business Startup Vitality School. Additionally, we provide loans and grants through systems such as the opening capital financing mediation, small business financing mediation, and subsidies for opening stores around the station. Efforts in the Tama River Basin Collaboration Meetings so far

1. Disaster Prevention Initiatives (1) Support Activities Utilizing Unmanned Aerial Vehicles (Drones) During Disasters

The introduction of an agreement aimed at utilizing drones for support activities, such as investigating disaster situations and providing aerial images and maps reflecting the disaster conditions, which was established in collaboration with NPOs by Chofu City and Komae City in 2016, has led to the expansion of this agreement. By April 2019, a total of 21 cities and 1 ward in the Tama region had signed the agreement, resulting in an effective initiative that is expected to enhance disaster response capabilities on a broader scale.

2. Disaster Prevention Initiatives (2) Response to Typhoon No. 19

Due to the damage caused by Typhoon No. 19 in October of the first year of Reiwa, we shared the damage situation, challenges, and response examples of each municipality so that the lessons learned can be applied to future disaster measures.

3. Initiatives for Tourism Promotion "Guidoor"

This is an initiative to promote tourism using the multilingual tourism information site "Guidoor."
Available in 10 languages (Japanese, English, Chinese, Korean, French, Spanish, Indonesian, Thai, Italian, Russian), providing each city's tourism and event information, as well as maps of evacuation shelters.
Chofu City, Fuchu City, Tama City, and Hachioji City have signed a "Partnership Agreement on Promoting Inbound Tourism" with the Mobile Smart Town Promotion Foundation, the general incorporated foundation that operates this site. In addition, 21 municipalities within Tokyo have posted information (as of October 2020).

Construction of the Invitation to TAMA

In order to widely disseminate information about various companies in the Tama region along with the charm of "Tokyo and Tama" to the entire country, eight cities have collaborated and coordinated to establish a platform that communicates information about companies located in the Tama region and the attractions of the Tama area.

Initiatives in collaboration with Tokyo for information dissemination aimed at enhancing attractiveness

The municipalities in the Tama River basin are working together in a wide-ranging collaboration. By linking to the content of each city's website regarding the "Initiatives for Promoting Tama through Regional Collaboration," we are working on regional revitalization to enhance the vitality of the town, such as promoting corporate investment and attracting businesses.
