If you receive treatment at a local medical institution due to illness or injury while traveling abroad, you can receive benefits for those Medical Expenses as overseas medical treatment costs by applying after returning to your home country.
However, medical expenses incurred due to travel for treatment purposes are not eligible for support.

Procedure Flow

  1. You will pay the full amount of the expenses incurred at the overseas medical institution you visited.
  2. You will receive a "Detailed Statement of Medical Treatment" and a "Receipt Statement" as proof of the treatment content and the Medical Expenses incurred at that medical institution.
  3. After returning to Japan, please apply at the City Hall National Health Insurance Section.
  4. After the application is received, the Tokyo National Health Insurance Association will conduct a review, make a payment decision based on that assessment, and transfer the funds to the designated bank account. It takes about 3 months from application to payment.

Required Items for Application

  • Detailed Medical Treatment Statement (Form A)
    If there is no form, a detailed medical statement that shows the content of the medical treatment.
    If it is written in a foreign language, please be sure to attach a Japanese translation.
  • Receipt Details (Form B)
    If there is no form, a receipt detailing the contents of the medical treatment.
    If it is written in a foreign language, please be sure to attach a Japanese translation.
  • Receipt for medical expenses paid on-site
    I will receive a copy. If there is a breakdown of the receipt, please submit it together.
  • Passport
    In the notification of national fraud measures, please present your passport or other documents to confirm that the travel occurred and that the medical expenses related to the application for benefits were incurred during the travel period.
    After confirming the relevant travel records in the original document, we will receive a copy of the page that includes the passport number, passport expiration date, the individual's photo, signature, etc., as well as the page of the visa section where the entry and exit record stamps are affixed.
  • Consent Form for Survey
    The City of Inagi or a business operator commissioned by the City of Inagi may inquire with medical institutions that provided overseas medical care. Therefore, you will be required to fill out a consent form for the investigation.
    In principle, the signature should be the same as the one on the passport and must be filled out by the person who received the treatment.
  • Documents that indicate the transfer destination (such as a bankbook)
  • Personal Seal
  • Identity Verification Documents
  • Personal Number (My Number) Confirmation Document

Amount of Overseas Medical Treatment Expenses

The amount of overseas medical expenses reimbursement is generally determined by comparing the standard amount, which is based on the benefits received for similar injuries or illnesses at Japanese medical institutions, with the actual amount paid for treatment at overseas medical institutions.

Points to Note

  1. Medical procedures that are not covered by insurance in Japan are not eligible for benefits when it comes to medical procedures performed overseas for the purpose of treatment.
  2. If you lose your eligibility for National Health Insurance due to moving abroad, you will not be eligible for benefits.
  3. The application deadline is 2 years from the day after the payment for treatment abroad.
