Public Assistance

Public Assistance is a system based on the principle stated in Article 25 of the Constitution of Japan, which asserts that "all citizens have the right to maintain a minimum standard of living that is healthy and culturally adequate." The purpose of this system is to provide necessary protection to all citizens who are in financial distress, according to the degree of their hardship, ensuring a minimum standard of living while also promoting their independence. There are eight types of assistance under Public Assistance: living, education, housing, medical, nursing care, childbirth, livelihood, and Funeral Services.

Consultation and Application

If you are having difficulties in your life due to illness, unemployment, or loss of income or savings, and are considering Public Assistance, please consult the Livelihood Welfare Division. We will listen to your living situation and provide guidance on utilizing the Public Assistance system, Pension, and other systems. If you wish to apply for Public Assistance, we will provide you with the Application Form.
Please note that consultations and applications take time, so please make a reservation for the consultation date and time in advance by phone if possible.
