Subsidies for Air Conditioner Purchase Costs for Low-Income Households

Overview of the Project

For low-income households such as those exempt from resident tax, where no operable air conditioner is installed in the residence due to economic reasons, subsidies will be provided for purchase expenses to prevent health damage caused by heatstroke. (Up to 100,000 yen)

Eligible households

Those who are registered residents of Inagi City and live at that address, and households with no air conditioners installed at all, or households with no functioning air conditioners due to breakdowns, that fall under any of the following categories

• FY2026 households exempt from resident tax
• FY2026 households subject only to the resident tax per capita levy
• Households receiving Child Allowance in FY2025 or FY2026

Notes

• Rental properties for which the landlord is responsible for installation and repairs are excluded. Also, the city may verify facts with the housing manager or similar personnel of the rental property.
• Households consisting only of persons who are admitted to or residing in facilities such as institutions, hospitals, Long-Term Care Insurance facilities, or other similar facilities are not eligible for subsidies.

• If you have an air conditioner installed but it is not operating due to a malfunction, please check the operation again before applying by referring to the following items, such as replacing the remote control batteries or cleaning the filter.

Eligible Expenses

Air conditioner unit purchase cost, delivery fee, installation work cost, removal fee, and recycling fee

Note

Installation work costs are limited to those performed by the retailer from whom the unit was purchased or by a specialist contractor arranged by that retailer.

Additionally, repair costs for existing air conditioners are not eligible for subsidies.

Subsidy Amount

Up to 100,000 yen per household

Notes

• If the air conditioner purchase and installation cost is less than 100,000 yen, the actual cost will be subsidized.
• Extended warranty fees, consumables such as batteries, repair costs, and installation fees by parties other than the purchasing Business Operators are not eligible.
• Can be used in conjunction with the "Tokyo Zero Emission Point Program." (If used together, the subsidized amount will be based on the invoice amount after applying the Tokyo Zero Emission Points.)

Target Equipment

Air conditioners purchased during the application acceptance period must meet all of the following conditions.

• Purchased at a store or from Business Operators
• In principle, installed fixed to a wall or window frame
• Installed in a residence for residential use and not used for business purposes

Notes

• Rental housing where the tenant or landlord installs the air conditioner is not eligible.
• In the case of rental housing where the tenant needs to install the air conditioner, please obtain permission from the housing manager (management company, landlord, etc.) regarding the installation costs before proceeding with the application and purchase procedures.
• The eligible air conditioner is one unit per household (in principle, one unit per same address).
• New or used, with or without energy-saving functions, and any type are acceptable.

 

Application Acceptance Period

From Monday, July 6, 2024 to Monday, January 29, 2025

 

Note 1) Air conditioners purchased and installed on or after July 6, 2026, are eligible for the subsidy.

Note 2) Applications for receiving the subsidy after purchase will be accepted until Monday, March 1, 2027.

 

Application Method

Online procedures are the standard.

For those without internet access, staff at the City Hall counter will assist with the procedures.

1. Subsidy Eligibility Application

First, confirm whether you are eligible for the subsidy.

Please fill in the required information in the "Subsidy Eligibility Application Form for Air Conditioner Installation for Low-Income Households" below and submit your application.

Items to Prepare

• Photo of identification (front side of My Number Card, driver's license, etc.)
• If an air conditioner is not installed, photos showing the entire interior of the room where installation is planned, the wall or window where installation is planned, and the location planned for the outdoor unit
• If the air conditioner is broken or not functioning, photos showing the model number, manufacturer, and year of manufacture of the currently installed air conditioner, the wall or window where installation is planned, and the location planned for the outdoor unit

2. The city will review the application details.

If there are any deficiencies, we may contact you at the email address provided during the application.

Please configure your settings to receive emails from @city.inagi.lg.jp.

Additionally, a site visit may be conducted as needed to check the air conditioner installation status.

3. We will notify you of the screening results by email

If you are recognized as eligible for the subsidy, we will send you an email with the certification notice and the URL of the "Reimbursement Claim Form" to be submitted after purchasing the air conditioner.

4. Please purchase and install the air conditioner

Please purchase it at a store or from Business Operators and receive a receipt that shows a breakdown of the amount.

If it is difficult for you to bear the cost of purchasing an air conditioner, please consult with us.

5. Please claim the subsidy using the reimbursement claim form.

Please claim the subsidy using the reimbursement claim form provided in the email notifying you of the screening results.

The final acceptance date is Monday, March 1, 2027.

Items to Prepare

• Certification number stated in the certification notice
• Verification code stated in the email of the screening result
• Documents confirming the manufacturer, model number, year of manufacture, installation location, and cost breakdown of the purchased air conditioner
• Photos of the receipt, statement, and delivery note
• Photos after air conditioner installation (indoor unit, outdoor unit, model number label, overall view of the installation location)
• Documents that can verify the bank account information for the transfer

6. If there are no issues with the content, the subsidy will be transferred to the designated account by the end of the month following the reimbursement claim date
