The operation is primarily conducted by municipalities, where individuals aged 40 and over contribute premiums as members, creating a system that allows those in need of care to utilize services.

In the past, caregiving was considered a family responsibility, but as the population ages, the increase in Older Adults requiring care, the progression of nuclear families, and job loss due to caregiving have become social issues.
In this context, the Long-Term Care Insurance system was established in 2000 with the aim of reducing the burden on families and supporting care as a society.
