Regarding the managers of home care support service providers, in the fiscal year 2018 revision of nursing care fees, the "Standards for Personnel and Operations of Designated Home Care Support Services (Ministry of Health and Welfare Ordinance No. 38 of 1999, hereinafter referred to as the 'Standards Ordinance')" was amended, changing the requirements for managers from care managers to chief care managers. There was a transitional measure that allowed for the postponement of this application until March 31, 2021, but the postponement has now been extended until the end of March 2027.

Administrator Requirements (Note: Content after amendment)

As of April 1, 2021, anyone who becomes the manager of a designated home care support business must be a chief care manager, regardless of the business.
However, after April 1, 2021, in the event of unforeseen circumstances (such as the death of the administrator who is a chief care support specialist, health issues requiring long-term care, sudden resignation, or relocation), if a plan for securing an administrator is submitted to Inagi City and permission is obtained, the requirement for the administrator to be a chief care support specialist will be postponed for one year.

Exemption from Administrator Requirements

For designated home care support service offices where the administrator is not a chief care support specialist as of March 31, 2021, the requirement for the administrator to be a chief care support specialist will be postponed until March 31, 2027, as long as the current administrator remains in that position.
Note: If you change the administrator after April 1, 2021, you will need to have the qualification of a chief care support specialist.
