I have paid for vaccinations for my two daughters in the year before last and last year. I received a notification that families who have paid for vaccinations before April 1, 2023, are not eligible for the subsidy under this assistance program. I am very disappointed and dissatisfied. I would like the subsidy to be refunded to families who have already been vaccinated.
The HPV vaccine has been available for regular vaccination with the 2-valent and 4-valent vaccines since April 2013, and it has become possible to receive the vaccine at public expense. However, due to reports of pain and movement disorders that cannot be definitively linked to the vaccine after administration, the national government has notified municipalities across the country to refrain from actively recommending the vaccine. In Inagi City, this recommendation has been withheld from fiscal year 2013 to fiscal year 2021.
Subsequently, in November 2021, it was confirmed at the national expert meeting that there were no particular concerns regarding the safety of the bivalent and quadrivalent vaccines, and it was decided to individually recommend vaccination. Therefore, in this city, active recommendations were resumed starting from April 1, 2022.
In conjunction with the discussions on the resumption of the active recommendation for the bivalent and quadrivalent HPV vaccines, the national expert committee has been continuing discussions on the use of the 9-valent HPV vaccine, which was approved for manufacturing and sales in July 2020, for routine vaccinations. In November 2022, it was approved that the 9-valent HPV vaccine would be included in routine vaccinations starting from Fiscal Year 2023, and from April 1, 2023, the 9-valent HPV vaccine will be used for routine vaccinations just like the bivalent and quadrivalent HPV vaccines, allowing for vaccinations to be received at public expense.
Based on the decisions made in this country, our city will send a notification regarding the "Human Papillomavirus Vaccine (9-valent HPV Vaccine) Vaccination" to the eligible individuals in late March 2023, informing them that the 9-valent vaccine will be available for public funding starting from April 1, 2023.
Regarding the subsidy for the 9-valent HPV vaccine requested through a proposal to the City Administration, since this vaccine was not eligible for regular vaccinations (publicly funded vaccinations) under the Vaccination Law until March 31, 2023, the city does not plan to provide refunds or subsidies for the vaccination costs if received as a voluntary vaccination.

Since there will be an overnight experience at Inagi City Elementary School at the end of July, I hoped to get vaccinated in July, but I was informed that children over 12 are not eligible for vaccination and that I should wait until the distribution of vaccination tickets in the fall. The mailed notice only mentioned that the venue for those over 12 would be changed. What will happen if many children get infected with COVID-19 during the school overnight experience? COVID-19 vaccination is being conducted based on national regulations, and there are significant differences in the system for children up to 11 years old and those 12 years and older.
To begin with, pediatric vaccinations started on March 8, 2023, with the additional vaccination for the pediatric Omicron variant. Therefore, vaccination tickets and other materials were sent from the city to eligible children. Since the target age is from 5 to 11 years old, if you wish to receive the pediatric vaccination, it must be done by the day before your 12th birthday.
Next, the vaccination for those aged 12 and over will change from pediatric to adult vaccines. Vaccinations for those aged 12 and over will temporarily end on May 7, 2023, and the next opportunity will be after September 2023, as indicated by the national government on March 7, 2023. Therefore, we have informed through the Inagi Newsletter April 1 issue, the website, and email distribution (sent on March 14, 2023) about the end date of the vaccinations that started in the fall of 2022 and that those wishing to be vaccinated should do so by May 7.

Nowadays, Inagi City is one of the few places that requires you to take it home. I would like public facilities to allow us to dispose of diapers there. Currently, the city requests that used paper diapers be disposed of at home by placing them in the "diaper-specific bags" that are distributed for free at each Public Facility, and to be disposed of on Burnable Garbage days.
In various Public Facilities in the city used by an unspecified number of people, there are issues such as the sanitary management of disposal locations for used diapers and measures for infectious waste. Therefore, we ask all users to take them home for disposal.
In the future, we will study the proper disposal of used diapers in public facilities within the city, taking into account the needs of everyone who uses the facilities and examples from other municipalities.

Proposal for Dog Run In recent years, Inagi City has also seen an increase in population, leading to more households with pets. While communities have formed through dog walking, there are no places for dogs to play with each other. Parks are areas for children to play, so dogs cannot play there. I would like vacant lots to be turned into a municipal dog run. Regarding the establishment of a dog run, we have been considering locations such as Tateyato Green Space and Shiroyama Park since 2014, but we were unable to proceed due to a lack of understanding from the local residents. We will continue to explore new candidate sites for its establishment. Specifically, we will consider the park that will be developed within the Nanzan Eastern Land Readjustment Project area as a candidate site for the dog run. I go to parks in Mitaka City, Chofu City, and Fuchu City to charge. I would like you to consider installing EV chargers in the parking lots of parks like Inagi Central Park, where many people come by car. The city declared in February 2023 that it aims to achieve carbon neutrality by 2050 by actively promoting decarbonization measures in collaboration with the public and private sectors.
We believe that installing publicly available EV chargers in the proposed city parks is an effective measure for promoting the use of environmentally friendly EV vehicles. However, considering the need for renewable energy for the electricity used for charging and the duration of stay in the parks, while rapid charging facilities are desirable, there are challenges such as high installation costs. Therefore, we will research effective methods, referencing examples from other cities.

In addition, we have already started underground construction work for water supply, sewerage, and electrical lines in the road area where you have cooperated. After the completion of these works, we will proceed with the road construction, aiming for traffic opening in the 8th year of Reiwa.

Each student has been provided with a tablet under the GIGA School Initiative, but if I request individual support for online classes for children who are not attending school, will it be accommodated?
In addition, the period for entering the Smile Room has been set to one year as a general rule according to the city's policy. I have been in the room for three years due to developmental disabilities, but unfortunately, I have to leave, and I heard that it will take several years to re-enter.
It is likely difficult to provide individual support in regular classes due to the burden and busyness of the homeroom teachers, and since Inagi City does not have special support classes (emotional), and the school counselor only comes once a week, there are few places to rely on, leading to a sense of isolation. I believe that further enhancement of the city's special support education is an urgent issue to ensure that children with developmental disabilities do not fall behind in their education.
We do not plan to provide information regarding school refusal or private free schools on our website or in city reports, but we have received reports that the Inagi City Educational Consultation Office is providing necessary information based on individual circumstances.
For online classes, we are accommodating those who wish to participate at their enrolled school, so please consult directly with the school.
I assume that your child with developmental disabilities has left the Smile Room and is currently studying only in a regular class. To attend an elementary school with a special support class, one must cross a main road, which poses both distance and safety concerns for walking alone, so parents have to provide transportation. With siblings also involved, it is challenging both time-wise and physically. The establishment of special support classes is being considered based on the "Basic Policy for Promoting and Enhancing Special Support Education in Inagi City Public Schools," taking into account the school size and the situation of school consultations. When establishing new special support classes, specialized councils such as the "Inagi City Special Support Education Review Committee" are formed to conduct discussions and consultations. After preparing the learning environment and teaching system, including facility improvements and teacher placements, while considering regional balance, special support classes are currently established in 4 elementary schools and 2 junior high schools.
The city does not have a designated school system for special support classes. As of May 1, 2023, regarding the students enrolled in special support classes, the existing schools can accept eligible students based on the standard class size of 8 students per class as stipulated by the "Law Concerning the Standards for Class Composition and Faculty and Staff Numbers in Public Compulsory Education Schools." Therefore, there are currently no plans to establish new special support classes. There are many things to learn from club activities. It seems that other junior high schools have various clubs.
It may be because the number of students is small, but I heard that the neighboring area is in a mammoth state. Is there no plan to change the school district? I would like measures to be taken so that, like other junior high schools, there are more extracurricular activities to choose from.
The setting of school districts in Inagi City takes into account the conditions of the city and the number of children and students, as well as changes in the educational environment. Approximately every five years, the "Inagi City Public Schools Appropriate School Districts Review Committee" is established for this purpose. Currently, discussions are underway regarding the future of school districts over a two-year period covering Fiscal Year 2023 and Fiscal Year 2024.
I have heard that the club activities at the public junior high schools in Inagi City are established based on the actual conditions of the schools, such as the situation of the school faculty and staff and the number of students. Therefore, the number of club activities that can be established varies depending on the size of the school. We sincerely apologize for the delay in unlocking the Shiroyama Community Center parking lot, which will now open closer to the opening hours.
According to the staff, the unlocking is usually scheduled for around 8:45 AM, but on that day, the person in charge was unexpectedly unable to come to work, and as a result of adjustments and alternative arrangements, the unlocking was delayed.
The opinions received have been shared with the staff of the Shiroyama Cultural Center and the representatives from the Senior Employment Center who are responsible for the actual unlocking work. Instructions have been given to ensure that, even in the absence of the designated personnel, an alternative will carry out the work by the scheduled time.

Since it is an update, at the very least, it should be announced in units of 100 votes as needed. Furthermore, I believe that the vote counting process should be conducted in a manner similar to a council broadcast and made public to the citizens to ensure there is no waste in the counting work.
First, the official results of the ballot counting conducted by the Election Administration Commission will be announced after all tasks, including determining the validity of each vote cast by voters at the counting place and aggregating the results for each candidate, are completed. In contrast, the so-called reports of certain media outlets predicting winners are generally based on their own exit polls or interim announcements made before the official results are released, without waiting for the announcement of the official results.

In addition, regarding education, we have identified "education according to the development of the mind and body" as a policy to strive for, and the government will promote research to prevent situations like the one you are concerned about.
As a city, we believe it is important to fulfill the role of local public entities as outlined in the law in order to promote citizens' understanding. However, in promoting our policies, we would like to implement them by taking into account the various opinions of our citizens.

At the same time, we check the condition of the water seal in the toilets, which helps prevent odors. Additionally, separate from the daily cleaning, we conduct high-pressure pipe cleaning twice a year, making efforts to preserve the environment in terms of plumbing and facilities.
Regarding the women's restroom on the first floor where we received feedback, after a subsequent check by multiple staff members, no odors were found that indicated any abnormalities in the plumbing. We will continue to strive to maintain a clean environment.
