In Inagi City, starting from April 2024, the income restrictions for the Medical Expenses Assistance System for compulsory education students and the Medical Expenses Assistance System for high school students will be abolished.
As a result, all children under high school age will be eligible for Medical Expenses assistance.
The medical expense subsidy system for children is institutionalized by Tokyo, which sets a certain income limit. In order to subsidize medical expenses for those who exceed the income limit set by the Tokyo Metropolitan Government, the city will bear the full cost. Ideally, all children living in the Tokyo area should be able to receive medical services equally, and I believe that the income limit should be abolished by the Tokyo government. However, in our city, the abolition of the income limit for the medical expense subsidy system is a wish of many citizens who are currently parenting, and we are in a situation where we cannot wait for the Tokyo government to revise the system. Therefore, the city will bear the financial resources and will provide medical expense subsidies for all children aged 0 to 18 starting from April of the 6th year of Reiwa.

2 6 days About Baby Food Cooking Classes It is limited to the first child, but I would like the second child to be included as well. I also want participation as a couple to be possible, and I would like it to be available online. The experience of raising the first child often involves many firsts, and there is a high likelihood of a significant lack of knowledge and skills regarding the baby's diet and other aspects. Additionally, due to the uncertainty of future growth perspectives in this first parenting experience, the burden and stress of parenting can increase. Therefore, we are focusing on supporting households with their first child. Through workshops for these households, we aim to cultivate various parenting skills during the period of raising the first child, which will significantly reduce the parenting burden for subsequent children. Thus, we believe that strengthening workshops for first-child households is particularly important.
Due to space limitations, including the kitchen, the number of participants is restricted to the first child. However, we welcome feedback regarding the participation of second and subsequent children. The city believes that we should respond according to each family's situation and needs. We would appreciate the opportunity to hear about your concerns and discuss the possibility of individual lessons or participation as a couple.
In addition, to allow for the selection of seminar dates, we are currently considering expanding the eligible months for participation from 5 months old (only 1 month) to 4 or 5 months old (2 months). We believe this will also reduce the impact of fluctuations in the number of births by month.
Additionally, on the city website, we have posted easy-to-understand videos sourced from the Japan Dental Association regarding the timing for starting baby food (targeting around 5 to 8 months old) and solutions to common concerns about baby food (targeting from 9 months to around 2 years old). We will promote these videos, including posting QR codes on flyers for baby food workshops, and we hope many people will watch them and find them helpful in preparing meals for their children.
Finally, regarding the implementation of baby food workshops tailored to the lunar age, we have posted videos covering all baby food target periods on the Inagi City Website as mentioned above. However, since the current baby food workshops being conducted by the city focus on initial foods, we will consider workshops for the mid and later stages in the future.

3 16 days Opinions on Hairdressing and Beauty Discount Coupons Discount coupons for hairdressing and beauty services are being distributed to Older Adults, but I would like to collaborate with local hair salons and beauty establishments to provide home visits for those who are unable to go to the salons. The city is implementing a discount coupon distribution program for hairdressing and beauty services, providing coupons that can be used at designated barbershops and beauty salons in Inagi City for residents aged 75 and over who are exempt from Municipal Resident Tax. We understand that some individuals may find it difficult to visit the stores, but as mentioned in your inquiry, securing personnel to assist each individual is challenging, and therefore, this program does not offer a service to dispatch barbers or beauticians.
On the other hand, as you mentioned in your inquiry, there may be barbershops and beauty salons that provide services at your home depending on the distance from the store and the relationship. I understand that the decision will be made based on individual circumstances, but if the barbershops and beauty salons that provide services at your home are designated for this project, it is also allowed to use beauty and barber discount coupons when making payments.
The city also offers a discount coupon program for home barber services. This program is available to citizens aged 65 and older who require care due to being bedridden or in a similar condition for an extended period at home, and they are provided with discount coupons for home barber services.
In addition, the stores that handle discount coupons for Older Adults' hairdressing and barber services, as well as those that provide mobile barber service discount coupons, are listed on the Inagi City Website, so please refer to it.

The city is not currently considering subsidies for hearing aid purchases for the general Older Adults population; however, for those who have obtained a Physical Disability Certificate for hearing impairment based on a doctor's diagnosis, we provide financial assistance for the purchase of hearing aids as assistive device costs. (There is a limit on the amount.)
If you have concerns about your hearing, please consult a specialist such as an otolaryngologist.
In addition, the city provides support to help older adults in Inagi City live brightly and energetically. We have placed the flyer "Hearing for Older Adults" at the counter of the Senior Welfare Division at City Hall, and it is also available on the Inagi City Website. We are conducting awareness-raising activities for citizens regarding the "Characteristics of Hearing in Older Adults" and "Support for Hearing in Older Adults."

5 17 days Regarding the Cancellation of the Appreciation Gathering for the Elderly I understand that it was canceled due to the COVID-19 pandemic, but why was it canceled even though the pandemic has almost come to an end? Regarding the gathering to express gratitude to the elderly, it was held until the fiscal year 2019 to show appreciation and respect to the elderly who have dedicated many years to the advancement of society and to celebrate them, targeting residents aged 70 and over in the city.
As you have requested, the fiscal years 2020 and 2021 were canceled due to the impact of COVID-19.
On the other hand, the number of participants and participation rate for the Appreciation Gathering for the Elderly in the most recent event held in fiscal year 2019 was 828 participants out of 14,643 eligible individuals, resulting in a participation rate of 5.7%. In the previous fiscal year 2018, there were 995 participants out of 13,923 eligible individuals, with a participation rate of 7.1%. In the past, more than 10% of individuals participated in this program, but there has been a declining trend in both the number of participants and the participation rate year by year.
In light of such circumstances, we will consider whether to continue this project regardless of COVID-19, and in doing so, we investigated the implementation status of projects in the neighboring five cities of Minami-Tama. It was found that collective senior citizen projects, mainly featuring performances, have either been discontinued or were not implemented at all.
Based on the survey results and recent participation rates, a review was conducted in Fiscal Year 2021 regarding the format of the Appreciation Gathering for Older Adults. Taking into account the objectives of this initiative and the new lifestyle in the post-COVID era, starting from Fiscal Year 2022, instead of conveying congratulations in a group setting, we will continue to present awards and commemorative gifts to the oldest individuals as of September 15, including those aged 100 and 88, as well as distribute celebration message videos for Respect for the Aged Day, which were trialed in Fiscal Year 2021, to widely convey our congratulations.
In addition, the budget that is no longer used due to the discontinuation of group-based senior citizen projects is being utilized for the expansion of existing Senior Welfare measures and for new Senior Welfare initiatives.

Regarding COVID-19 vaccination, Inagi City has been promoting individual vaccinations at medical institutions within the city as the main approach. It is difficult to designate a vaccination location for all citizens who wish to receive the vaccine. Therefore, we ask that individuals make reservations at their preferred medical institutions and times based on their residence and convenience.
In addition, while there is only one representative phone number for the call center, we anticipate a high volume of calls during peak times such as the start of reservations in August and September of Reiwa 5, and we have increased our staffing to 10 lines with 10 staff members compared to normal times. However, during the start of reservations, we expect a concentration of calls, which may result in difficulty connecting. Therefore, we advise everyone to try calling again after some time during such situations.
We recommend making reservations for the COVID-19 vaccination in Inagi City via the internet, but for those who are unable to use the internet, we also accept reservations by phone.

  • About the Influenza Vaccine
    Regarding vaccinations, they are broadly classified into two types: statutory vaccinations and voluntary vaccinations, based on the Vaccination Law. For the costs of vaccinations classified as statutory, local governments bear all or part of the expenses. On the other hand, for vaccines that are voluntary, although they are approved for use by the national government, they are not classified as statutory vaccinations, resulting in the need for full self-payment of the vaccination costs.
    Regarding the influenza vaccine, based on the Vaccination Law, the city partially covers the vaccination costs for Older Adults aged 65 and over as a statutory vaccination; however, there is no financial assistance from the city for vaccinations targeting children and others.
    The city believes that infectious diseases such as influenza should be covered by national funding as part of the national crisis response. We will consider cost assistance in the event that influenza is added to the regular Vaccination schedule due to national legal amendments.
  • Health Checkup and Cancer Screening
    The city regularly publishes articles in a public relations paper distributed to all households regarding various health checkups and cancer screenings, and accepts applications at any time through email distribution services. Additionally, as part of cancer screenings targeted at women, we conduct cervical cancer screenings and breast cancer screenings, and we are working to improve the screening rates by sending recommendation notices by mail to specific generations. We will continue these efforts in the future.
    In addition, the city conducts health checkups in accordance with the guidelines of the national and Tokyo metropolitan government, and the target age for various health checkups and cancer screenings is for those aged 40 and above. (For cervical cancer screening, the target is those aged 20 and above.)

For this reason, we are no longer accepting requests for exchanges from this time onward.
In addition, regarding the production of garbage bags, we manufacture and store them in a rented warehouse based on the estimated necessary quantity within a limited budget, so we cannot produce excess.
Based on these factors, from this distribution onward, we will conduct awareness and education through the city newsletter and the Inagi City Website in advance, and distribute the specified number based on the ordinance.
Starting in December, when we expect to secure a stock of "plastic garbage bags," we plan to resume the exchange and distribution of new, unopened "burnable garbage bags" and "non-burnable garbage bags" in double the quantity of the same size for "plastic garbage bags" to promote waste reduction and plastic collection. For the collection of bottles, cans, and PET bottles, we conduct station collection by placing baskets in the afternoon before the collection day (on Friday if the collection day is Monday) to facilitate efficient collection.
The collection of garbage within the city is entrusted to private Business Operators, which are companies that operate on weekdays. For the collection of cans and PET bottles on Mondays, if we request operations on Saturdays and Sundays for the installation of baskets at resource recovery stations, the outsourcing fees will include additional labor costs for statutory overtime and separate vehicle operation costs. From a financial perspective, this would increase the tax burden on citizens, and we believe that increasing garbage collection costs for operations on Saturdays and Sundays is difficult. For the time being, we would like to maintain the current collection method.
We would like to call for the proper use of the resource recovery station (such as being considerate to neighbors) through various opportunities.

Additionally, city staff conducting environmental patrols throughout the area highlight dog waste left on the streets by surrounding it with yellow chalk to make it noticeable, thereby alerting pet owners. This is known as the 'Yellow Chalk Operation.'
Through these initiatives, we are working to improve manners and morals so that each dog owner can be more aware of their responsibilities.

We will continue to work together with the citizens to aim for a clean and beautiful Community Development.

Regarding the city's designated garbage collection bags, we have prepared four types of garbage bags with different capacities: extra small (5 liters), small (10 liters), medium (20 liters), and large (40 liters), so that each household can choose according to the number of household members and the amount of garbage.
Regarding the introduction of bags smaller than the 5-liter special small bag proposed, the sales ratio by size from last year showed that the special small bag accounted for 7.5%, the small bag for 23.4%, the medium bag for 50.1%, and the large bag for 19%. In addition, the city is working with the national and metropolitan governments to designate robust buildings, such as concrete structures, as "Emergency Temporary Evacuation Facilities" to temporarily evacuate in order to mitigate direct damage from blast waves and debris during ballistic missile launches, etc. Currently, there are no plans to develop nuclear shelters or large-scale evacuation facilities. In addition, the Family Register Act was amended in the first year of Reiwa, and it is planned that in the future, the submission of family register copies, which were required for various social security procedures, will be omitted, leading to a decrease in the opportunities to obtain family register copies compared to the current situation. Furthermore, it is expected that family register copies will be obtainable at the windows of municipal offices nationwide, regardless of the registered domicile. These changes are scheduled to be implemented during Fiscal Year 2023.
For these reasons, we do not plan to introduce the family register certificate issuance service at convenience stores at this time.
