In the fiscal year 2000, the city established the "Inagi City Citizen Ordinance for Keeping the City Clean," which stipulates that dog owners must carry waste disposal tools when walking or exercising their dogs and must take home any waste their dogs produce. In cases of particularly malicious behavior, guidance, recommendations, orders, public announcements, and penalties (such as fines) will be applied. Regarding the mention of "urine" in your inquiry, it will be taken into consideration for future operations. Additionally, the Tokyo Dog Ownership Manual states that it is necessary to take care to go out only after the dog has relieved itself and to wash away any urine with water if it occurs outside. The city will also work to raise awareness about proper manners regarding urine. We will continue to provide appropriate guidance while promoting awareness of the ordinance, and we will strive to improve the morals of dog owners through activities such as publishing on the city website and in public relations, as well as the installation of educational materials, so that each dog owner takes responsibility for handling their pet's waste. |

The Minamiyama East Area is undergoing overall development work by the Minamiyama East Land Readjustment Project Association, and regarding the impact of heavy rain from Typhoon No. 2, the association is conducting investigations and restoration work. First, regarding the void under the stairs, it is believed that water collected around the stairs entered from the side, flowed under the stairs, and simultaneously washed away the soil beneath the stairs. Since the stairs are supported as a whole, they will not collapse; however, to restore the soil under the stairs that has become hollow, we carried out restoration work by filling it with fluidized improved soil and filling in the small gaps to solidify the soil under the stairs. Next, regarding the adjacent slope, it is believed that the collapse was not due to water accumulating internally, but rather because a large amount of water flowed in due to heavy rain, which caused the surface soil to wash away. We plan to restore the slope using improved soil mixed with cement. Additionally, since the slope was created not long ago, over time, as plants grow, their roots will take hold in the slope, leading to greater stability. Additionally, as a common measure, it has been reported that in the future, ditches will be created to drain water towards the road rather than down the slope, to prevent large amounts of water from flowing under the stairs or down the slope during heavy rain. Next, regarding the large amount of water discharged from the drainage holes of the retaining wall, normally, retaining walls are constructed to withstand the earth pressure acting on their rear side. However, if the water pressure from groundwater or rainwater that has seeped in combines with the earth pressure on the retaining wall, it can lead to displacement or collapse of the wall. Therefore, drainage holes are provided to prevent water pressure, allowing for drainage. (Land Development and Regulation Act: It is mandatory to have one drainage hole for every 3 square meters.) This time, the water that permeated due to heavy rain was discharged through the drainage holes, functioning normally, so there is no need for concern. |

In February 2023, we also temporarily opened Okubata Yato Park located west of Yaoko. Next, regarding the establishment of commercial facilities such as supermarkets, the intentions of business operators and landowners, as well as the land sale plans by the association, play a significant role. However, the city has established land use plans that allow for the establishment of commercial facilities in order to create a vibrant atmosphere along the roads leading from Inagi Station and around Giants Town. In accordance with your opinion, we will continue to collaborate with the city and the association to create a better living environment, while referring to vibrant community development that utilizes the hilly terrain, such as in the Koyodai area and the Tama New Town area. |

However, there is only a police substation in Momura near Inagi Station, and no police box. Therefore, every year, when the Mayor of Inagi City directly visits the Chief of Tama Central Police Station, we submit a request for the establishment of a police box in front of Inagi Station to the police, who are the responsible party for its installation. As the Land Readjustment Project in the eastern part of Minamiyama is expected to increase the population and traffic volume, we will continue to request the establishment of a police box in front of Inagi Station. In addition, with the cooperation of various local organizations such as the Crime Prevention Association and Neighborhood Associations, the city conducts citywide crime prevention patrols and patrols using blue rotating light crime prevention patrol cars. |

Therefore, is it possible to establish regulations requiring the use of sound-emitting devices (such as bells) when riding bicycles? | Bicycles are generally required to ride on the roadway, with exceptions made for riding on sidewalks. Since pedestrians are prioritized on sidewalks according to the Road Traffic Act, the city installs warning signs and post cones on sidewalks to regulate the speed and parallel riding of bicycles. Additionally, bicycle navigation marks are placed on the roadway to indicate the areas and directions where bicycles should ride, ensuring the availability of bicycle traffic space. In cooperation with the Tama Central Police Station and the Tama Inagi Traffic Safety Association, we conduct street activities and disseminate information about bicycle usage rules and manners through the city newsletter, the city website, and the official city video channel. We also request the Tama Central Police Station to enforce regulations against dangerous cycling. Various measures and public awareness campaigns are implemented to ensure that bicycles are operated correctly, and we are working to prevent dangerous cycling. In the future, we will continue our public relations and awareness efforts to further promote understanding, while also striving to ensure the safety of pedestrians. Furthermore, sidewalks are primarily for pedestrians, and unnecessary ringing of bells is considered a violation of the rules; therefore, we are not considering the establishment of any proposed ordinances. |

Due to the high costs associated with school renovation work and internal improvements, we are implementing these projects while considering the degree of aging at each school. For Fiscal Year 2023, we plan to carry out exterior wall renovations and roof waterproofing work at Inagi Dai 2 Junior High School, and we also plan to design the installation of air conditioning in special classrooms at elementary and junior high schools in the city (currently under consideration for the Supplementary Budget). In addition, for the areas with leaks, we are addressing those where the cause can be identified through repairs and other measures. The evening disaster prevention radio broadcast has long used the melody of the Westminster chimes from the UK, but there were opinions that it should be changed to a more common sound. Therefore, to make it easier to imagine returning home, we have been broadcasting "Yuyake Koyake". This year, to commemorate the 50th anniversary of the city system implementation, we held a recruitment for the "Inagi City Song". After a review by the Inagi City Song Formulation Committee, which includes music experts, it was established on November 1, 2021. The Inagi City Song Formulation Committee also recommended that it should be used as music for disaster prevention radio. The city hopes that many citizens will develop an attachment to the "Inagi City Song," and since March 1, 2023, we have been broadcasting it with a changed melody. We would like to continue to showcase it through various opportunities in the future, so we kindly ask for your understanding and support for the "Inagi City Song." Please note that the sound source is not a performance, but is produced by an electronic instrument that imagines the tone of a music box. |

Why is Inagi City not responding to subsidies for CEV vehicles, EV vehicles, and home or corporate installations? Even though subsidies are being provided at the national, Tokyo, 23 wards, and municipal levels, why is there none in Inagi City? Inagi, where households own 2 to 3 cars, should be working on EVs. | In February 2023, the city declared its aim to achieve carbon neutrality by 2050 by actively promoting decarbonization measures in collaboration with the public and private sectors. To promote decarbonization in the social welfare sector, Inagi City is implementing subsidies for the introduction of carbon-neutral residential equipment. While there are no subsidies for EV vehicles, we do provide subsidies for fuel cell vehicles (FCVs), which have the highest environmental performance compared to next-generation vehicles like EVs. Additionally, we offer subsidies for V2H (Vehicle-to-Home systems) that allow EVs to charge and discharge at home. In light of the recent complex and diverse administrative demands, the City Administration is striving to appropriately allocate full-time staff and annual contract staff according to the quality and quantity of work. Particularly for positions requiring expertise, we are placing annual contract staff (Type 1) in positions that are less affected by regular transfers, so that they can fully utilize their specialized knowledge for the benefit of citizens in need of support. We hope they will engage in these duties for an extended period. Therefore, the city cannot refuse if the individual wishes to resign. However, we are working to create a workplace environment where all employees, including those on annual contracts, can continue to work with pride, a sense of responsibility, and a sense of purpose. In Tokyo, we have established the "Tokyo Citizens' Voice Comprehensive Window" to listen to the voices of the citizens. We hope you will use it when submitting your opinions to Tokyo. On the other hand, I would like to mention that the hiring of staff in other municipalities, such as Inagi City, is not under the authority of Tokyo. |
