While I acknowledge that the oversight in notifying you was my fault, there was no communication from the After-School Childcare Program on both occasions.
I feel that the lack of communication despite being in a state of unexcused absence poses a risk of delayed discovery if a child were to be involved in an accident or incident and did not arrive at the facility. Just like the case of a child being left behind on a bus, I believe it is too late once something happens.
I have heard that some After-School Childcare Programs in Inagi City use a card-based attendance management system that automatically notifies Parents or Guardians when a child arrives. As the number of spots in the After-School Childcare Programs has increased, it is presumed that the burden on the teachers has also grown, so I would like to see such a system implemented in all After-School Childcare Programs to properly manage the arrival and departure of children.
The attendance management for the After-School Childcare Program children is primarily based on absence notifications from the Parent or Guardian. However, in the event that a child does not arrive without prior notification, we will contact the Parent or Guardian to confirm their attendance. We apologize for the oversight in confirming this and any anxiety it may have caused.
Regarding the staffing system of the After-School Childcare Program that you requested, as an emergency measure from April 1, 2022, the capacity has been increased from 40 to 58 children, and at that time, the number of full-time staff was increased from 2 to 3. Starting from April 1, 2023, the capacity will be set to 60 children, and the number of full-time staff will be further increased to 4, as we strive to prevent any recurrence in the future.
In addition, we will consider the introduction of attendance management systems using cards, keeping in mind future privatization and other factors.

2 16 days About the 8,000 yen QUO Card Pay benefit for Parenting households There was a QUO Card Pay benefit (8,000 yen per child), but in my household, the documents received by registered mail could not be found, and it seems that my child may have played with them and thrown them away as trash.
I inquired whether it could be reissued at City Hall, but I was told that they do not manage what happens after it is received by registered mail. If it is an electronic payment, is it not possible to know which households have not received it? Also, depositing into the account where the Child Allowance is transferred would have been safer and more reliable, as it would prevent issues like loss of paper or non-receipt.
The 8,000 yen benefit per child is an emergency measure to address rising prices for parenting households, and it needs to be distributed to eligible recipients by March 2023. Since it is difficult to provide cash transfers by the end of March, a digital gift card has been chosen instead.
In distributing digital gift cards, we ensure that they are delivered to the correct person by using registered mail. We ask everyone who receives them to manage them after receipt. Please understand that reissuing after registered receipt will result in double issuance.

Hongo Children's Center and Shiroyama Children's Center are too far to take Infants and Young Children, and it's also too far for elementary school students to go alone. Since the mobile play space for infants only occurs once a month, there are no places to go, leading to a lonely Parenting experience.
It is dangerous for elementary school students without a place to go to sit on the road, gather, or play games. There is also a risk of heatstroke during the summer.
In Inagi City, we are conducting various projects related to Parenting, such as play spaces, branch play spaces, temporary childcare services at Nursery Schools, Parenting support spaces, and Family Support Center projects. Additionally, we implement the After-School Children's Program in all elementary schools in the city, utilizing vacant classrooms and other spaces as places for elementary school students after school, alongside the After-School Childcare Program.
Currently, there are five Children's Centers in the city, with one facility that has Children's Center functions established for every junior high school district. Regarding the proposal to establish a Children's Center in the Omaru area, there are no plans for a new establishment at this time. However, while considering the expansion of the aforementioned projects, we will continue to strive to enhance parenting support and provide safe and secure places for children. We appreciate your understanding.

4 19 days About Child Medical Expenses Assistance I believe there are many requests, but I ask for the immediate removal of income restrictions on medical expenses assistance for compulsory education and high school students.
While I understand the priorities of the city's finances and expenditures, why are those who pay a significant amount of Municipal Tax to Inagi City unable to benefit from Medical Expenses assistance? If this continues, the desire to live in Inagi City will diminish, and fewer people will want to move to Inagi City. This will lead to a decrease in tax revenue and create a negative cycle.
The Medical Expenses Assistance System for children is institutionalized as part of the welfare measures to support Parenting by Tokyo Metropolitan Government, which sets certain income limit amounts. If assistance for Medical Expenses is provided to those who exceed the income limit set by the metropolitan government, the city will bear the full cost, so it is necessary to consider this in light of the priority of various issues facing the city and its financial situation.
The Mayors' Association, composed of 26 cities in the Tama area of Tokyo, is requesting the Tokyo Metropolitan Government to abolish income restrictions so that all children living in the city can receive medical services equally.
Regarding the abolition of income restrictions for the children's Medical Expenses assistance system, we recognize it as a policy issue and consider it a particularly priority issue to address, so we ask for your understanding.

5 19 days About the Subsidy for Shingles Vaccine I am considering getting the shingles vaccine, but I feel that the cost is a heavy burden.
I learned from the Tokyo Metropolitan Government's website that a subsidy program is being implemented this fiscal year. I would like Inagi City to consider utilizing this.
Regarding the vaccination for shingles, the government has approved the use of the vaccine; however, it is not stipulated in the Vaccination Law and is considered a voluntary vaccination to prevent the onset based on individual judgment. Therefore, at this time, our city does not provide assistance for vaccination costs.
Currently, the National Health Sciences Council is discussing the pros and cons of making the shingles vaccine a regular vaccination, and starting from Fiscal Year 2023, Tokyo will also begin a new subsidy program for municipalities.
In light of these trends, we will closely monitor the situation of municipalities in Tokyo regarding the cost subsidies for the optional vaccination of the shingles vaccine and will positively consider future responses.

1 2 days About the Tamagawa River Embankment I would like a path for people and bicycles to be created along the riverbank on the south side of the upper Tamagawa River, up to the confluence with the Ogurigawa River. Currently, due to the significant damage caused by the Typhoon in East Japan in the first year of Reiwa, the Ministry of Land, Infrastructure, Transport and Tourism is conducting river improvement works based on the "Tama River Emergency Flood Control Project." In Inagi City, there are plans to develop management pathways along with riverbed excavation and weir reconstruction upstream of the Musashino South Line.
The city is requesting the Ministry of Land, Infrastructure, Transport and Tourism to extend the maintenance of the path to the confluence with the Oguragawa River, as this will improve the convenience of the Tama River Cycling Course. However, we have been informed by the Ministry that, at this time, it is difficult for general traffic other than management vehicles to access the extended management path.
We will continue to request the extension of the management passage and general access in the future.

2 2 days About the Maintenance of Okubata Valley Park I feel that the charm of Inagi City lies in its greenery and livability. I am a resident of the Minamiyama area, and I find the size of the new square next to the Yaoko (Okubatayato Park) to be attractive. I run around and play with my children there.
On the other hand, because the ground is made of fine soil, just running a little raises dust up to face level, making it impossible to play due to sneezing and eye irritation. Also, on windy days, the dust can rise and fly towards the house, making it impossible to open the windows. Will there be no paving in the future? Ideally, concrete, asphalt, or tiles would be most appreciated, but if that is difficult due to budget constraints, I would at least like to have grass.
As for part of Okubatan Yato Park, which was temporarily opened in February 2023, it is currently managed by the Minamiyama Eastern Land Readjustment Association. As a result of discussions with the association, it has been decided to urgently implement dust control measures by sowing seeds of plants (clover) and establishing ground cover.
In the future, we will conduct discussions on the development of Okubata Valley Park, and for other parks as well, we will continue to work in collaboration with the city and the association to ensure that the local community can use them as soon as possible. We appreciate your understanding.

3 2 days About the Maintenance of Odaryogawa Park The slide in the park has a section that is eroded and dangerous. I believe it was cordoned off with yellow tape to prevent access in response to such concerns, but a considerable amount of time has passed. Children are unable to play freely, and I have also seen kids entering the taped-off area, which is dangerous.
Areas outside the taped-off section are also eroding. Since this is a park where many children from the nearby Nursery School and preschoolers gather, I hope for a prompt response.
Regarding the restoration around the slide that you pointed out, we apologize for the inconvenience caused due to the time required for coordination with the Odayoshi Land Readjustment Project Association and the restoration methods. However, restoration work considering safety was carried out between April 17 and April 19.
The surface of the mound has been restored with grass and protective mats, but the current grass is not yet rooted. If it is opened to the public, there is a risk that the grass may peel off or the soil may collapse again. Therefore, for the restored areas, temporary fencing will continue until around mid-October to stabilize the grass and soil.
The slide will continue to be available for use as before.

There are large parks in the city, but it is prohibited to let dogs off-leash in any of them for safety reasons. While this seems reasonable from the perspective of preventing trouble, it is also a problem that there are no places in the city where dogs can play freely, and there are no alternative options.
I hope you will consider how people and dogs can live happily together.
Regarding the establishment of a dog run, we have been considering candidate locations such as Tateyato Green Space and Shiroyama Park since 2014, but we were unable to proceed due to a lack of understanding from the local residents. We will continue to explore new candidate locations for its establishment.
Specifically, in the Minamiyama East Land Readjustment Project, we will consider the installation of a dog run in the park that will be developed in the future as a candidate site.

5 2 days About Vehicle Traffic on Aoi Street When the signal on Aoi Street is green, cars wanting to exit from Aoi Street to the Higashi-Naganuma intersection may pass through vigorously, which feels dangerous.
Especially on rainy days, there are many puddles on Aoi Street, and when cars pass by with force, they may splash water. Since pedestrians are also holding umbrellas, there are often times when they are at risk of getting caught by the cars.
Due to these dangers, I would like the section from the south side of the Inagi-Naganuma Station underpass on Aoi Street to the intersection of Higashi-Naganuma (the intersection with Kawasaki Kaido) to be closed to vehicle traffic.
The section from the Inagi-Naganuma Station underpass on Aoi Street to Kawasaki Highway, as requested, is a one-way road accessible to vehicles.
In addition, there are other roads that allow vehicle access to Kawasaki Kaido, but when I inquired with the Tama Central Police Station, which enforces traffic regulations, I was informed that it would be difficult to change this section with connecting roads to a vehicle prohibition.
In the future, we will work with the Tama Central Police Station to ensure pedestrian safety through measures such as speed control for vehicles and raising awareness among drivers to prevent traffic accidents.
The relevant road is scheduled to be developed as a 9-meter road through the Land Readjustment Project in the future. We apologize for any inconvenience this may cause in the meantime and appreciate your understanding and cooperation.

Regarding the installation of swings in the Omaru district park, the "Guidelines for Ensuring Safety of Play Equipment in Urban Parks" supervised by the Urban Bureau of the Ministry of Land, Infrastructure, Transport and Tourism states that "from the perspective of ensuring safe use, a sufficient safe distance between users and surrounding people must be secured." Due to the space required, it is difficult to install them in small local children's parks.
In the future, we will consider the timing for updating playground equipment at Omaru Park and Yamazaki Park, as well as park maintenance due to the Land Readjustment Project around Minami-Tama Station, as opportunities to install swings.

On May 11, we collected cigarette butts and trash, and installed a "No Littering Sign" and "Surface Marking Sheet around the Grating Area" on the right side at the bottom of the Inari Daimyojin stairs.

10 19 days Installation of Benches at Kasayato Shinsui Park I am looking forward to walking in Kasayato Shinsui Park. It would be very helpful to have about three benches along the section from Kasayato Bridge to the stone steps leading up to Kasayato Street upstream. I hope they have backrests and can seat two people. Kasayato Riverside Park is a park that preserves and restores the rural landscape of Kasayato, which evokes its rich nature and history, including the Kasayato River and the surrounding rural scenery (such as rice fields, bamboo groves, and estate forests), providing an environment for nature observation and water play.
Regarding the suggested area, it is the source region of the Kasayato River, and we believe it is important to preserve its atmosphere. We consider that artificial benches with backrests do not match the beautiful scenery of the Kasayato River. However, in order for visitors to enjoy it as a walking path, rest facilities are also necessary, so we will consider the installation and arrangement of seating (stools) that take the landscape into account.

I believe that students are allowed to take the tablets provided to them home, but in our household, despite limiting the time my child spends on their smartphone and games, the tablet has led to them spending late hours at home, such as video calling friends, which is interfering with their studies. Not all children can engage in self-directed home study with goals from an early age.
I would like measures to be taken, such as not allowing tablets to be taken home or at least limiting the total amount of data communication, so that they cannot be used for purposes other than their original use.
The "GIGA School Concept" project, which provides tablet devices to children and students, aims to further enhance learning. The purpose of allowing them to take the devices home is to facilitate study activities such as preparation, review, homework, and online learning.
Regarding usage at home, we are asking each household to create their own "SNS Family Rules" and appreciate your guidance and cooperation.
Therefore, our city will continue to allow take-home options and does not plan to impose communication restrictions. However, taking your feedback into account, we have communicated to the schools to further enhance collaboration between families and schools and to provide additional guidance on appropriate usage.

I think there are places in i Plaza that have remained vacant for many years, so I would like to see the attraction of restaurants or the creation of a play area for children.

Regarding the Inagi City i Plaza, the facility is owned by "Inagi Cultural Center Service Co., Ltd.", which plans and manages events such as concerts, conferences, and Lifelong Learning programs using the rental facilities like halls and meeting rooms as part of a PFI project. Therefore, until the PFI project concludes, the tenants will also be determined by "Inagi Cultural Center Service Co., Ltd." which owns the facility.
I have heard that they are currently recruiting business operators under the condition that performances and sales that have harmful effects on youth cannot be conducted, but it seems there are no applications. Additionally, regarding the effective utilization of the proposed space, I have been informed by Inagi Cultural Center Services that they are negotiating with various tenant occupants.

In our city, in order to achieve "sustainable administration" and "appropriate user burden", we have established the "standards for calculating usage fees" after soliciting public comments from citizens in the year 2019.
The usage fee for the tennis courts that users are required to pay is determined based on a full cost calculation of expenses necessary to maintain the tennis courts, including personnel costs, material costs, and depreciation. Additionally, the proportion of public funding is set according to the nature of the service, and comprehensive decisions are made, including the establishment of measures to mitigate drastic changes.
We hope you understand that the differences in usage fees among municipalities are not calculated based on a unified standard, but rather are determined by the financial conditions and various factors of each local government.

About the Plaza of the Comprehensive Gymnasium (Courtyard)

It is unfortunate that we cannot play in the spacious courtyard of the "Sougo Taiikukan".
While I was playing soccer with my kindergarten child, I was warned that ball games were prohibited, and when I was playing badminton, I was also warned that badminton was prohibited. When I asked, I was told it was a place for cherry blossom viewing and for younger children to run around.
Where should children play? It is very unfortunate that citizens cannot use these spaces freely. I would like to see places created for activities such as playing ball, wall hitting, badminton, and frisbee.
The courtyard of the Comprehensive Gymnasium located in Inagi Central Park is primarily used as a resting place for gymnasium users. Therefore, we currently ask that activities involving hard balls or rackets (bats) be refrained from. We believe that playing with balls and similar items by preschool children with their parents, as suggested this time, does not fall under this category.
Therefore, regarding the usage and rules of the courtyard, we will work with the designated management organization of Chuo Park, the Inagi Green Wellness Foundation, to consider more flexible operations so that visitors can use it with peace of mind.
In addition, activities such as playing with balls and badminton can be enjoyed in the grassy area on the east side of the comprehensive ground, so we would like to inform you about that as well.

We are taking immediate corrective action regarding the pointed out violations of fire safety regulations. Additionally, we are providing guidance on the importance of fire shutters, fire doors, and evacuation routes based on past fire incidents, making sure to raise awareness that the storage of items and obstructions can lead to danger to human life during disasters, and we are instructing to thoroughly manage fire safety in the facilities on a daily basis.
