There have been reports to Consumer Affairs Centers across the region about Business Operators sending SMS (Short Message Service) or emails to consumers' mobile phones or computers stating messages such as "There is an unpaid fee for paid videos. If we do not hear from you today, we will proceed with legal action." They also call consumers' mobile phones and leave missed call records. When consumers call back, they are told, "There is an unpaid fee for a paid video site, and the site operator has requested us to collect the unpaid fees. If payment is not made, we will have no choice but to take legal measures." These Business Operators claim to be collecting unpaid fees for paid video sites and demand money from consumers.
The Consumer Affairs Agency has provided information based on Article 38, Paragraph 1 of the Consumer Safety Act (Act No. 50 of 2009) regarding transactions with Business Operators calling themselves "Nihon Saiken Co., Ltd.", "TSB Debt Collection", or "CIC Debt Collection Center", indicating acts that may unjustly harm consumers' interests (such as deceiving or intimidating consumers causing confusion). To prevent the occurrence or spread of consumer damage, we inform all consumers accordingly.

  • Note: The business operators with similar trade names to this case, "Japan Debt Collection Co., Ltd." (Headquarters: Chiyoda-ku, Tokyo) and "TSB Debt Management and Collection Co., Ltd." (Headquarters: Minato-ku, Tokyo), which are debt collection companies authorized by the Minister of Justice, as well as "CIC Co., Ltd." (Headquarters: Shinjuku-ku, Tokyo), which is designated as a specified credit information agency under the Installment Sales Act and other laws, are all completely unrelated to this case.
  • Note: (Please be careful not to confuse with business operators that have the same name or similar names.)
