Consumers have reported receiving SMS messages stating, "Payment confirmation for paid content usage fees cannot be obtained. If there is no contact by the end of today, we will proceed with legal action." When consumers contact the phone number listed in the SMS, they are told, "If you pay by today, we will withdraw the legal action," in an attempt to collect money under the pretext of unpaid fees for paid videos. These consultations have been received at various Consumer Affairs Centers.

The Consumer Affairs Agency has provided information that there are acts that may unjustly harm the interests of consumers in transactions with "business operators" that claim to be "DMM" or similar, based on the provisions of Article 38, Paragraph 1 of the Consumer Safety Act (Act No. 50 of 2009). These acts may involve deceiving or intimidating consumers, causing confusion. Therefore, to prevent the occurrence or expansion of consumer damage, we inform all consumers.
