The initial budget for the final year of the Heisei era was approved at the last Regular Session of the city council in the Heisei era, so I will provide an overview.
In this year's budget formulation, we focused on maintaining sound finances, addressing the key projects of the Fourth Long-Term Comprehensive Plan, promoting the achievement of the goals of the Inagi City Community, People, and Business Creation Comprehensive Strategy, and prioritizing the safety of citizens by working on disaster prevention and mitigation measures.
Based on this, the scale of the General Fund Budget for fiscal year 2019 is 35.69 billion yen, the second largest amount in history, an increase of 1.194 billion yen, or 3.5% compared to the previous year.
In terms of revenue, the core Municipal Tax is expected to increase by 0.7% to 15.365 billion yen due to an increase in the number of taxpayers for the Municipal Resident Tax and new construction of houses. There are fluctuations such as a 51.7% decrease in the automobile acquisition tax grants due to tax reform and a 251.8% increase in local special grants to cover local burdens associated with the free early childhood education. However, the total general revenue is secured with a 1.5% increase to 18.739 billion yen.
This year's main construction projects include the renovation of the air conditioning system at City Hall, air conditioning work at Elementary and Junior High Schools and the Cultural Center, the development of a meal delivery service facility under the Nambu Line (Higashi-Naganuma), renovation work at the life support service base (Koyodai), development work on roads 7, 4, and 5 (from San-Chu-Mae to the Keio Line), tunnel work on roads 3, 4, and 36 (from Kamihirao to Odaryo), maintenance and repair work at Sugahori, and the relocation and reconstruction of the first joint cooking facility for School Lunch, among others. The total cost for the projects listed here alone amounts to nearly 2.7 billion yen.
Next, let me introduce an overview of the characteristics of this year's budget for each policy issue.

Inagi Village 130th Anniversary Commemoration Project
This year marks the 130th anniversary of the founding of Inagi Village, and we will be carrying out commemorative projects.
Community Development Related to Safety and Security
Establishment of subsidies for security cameras set up by the Neighborhood Association, a demonstration project for small community transportation in the traffic-inconvenient area of Shimo-Hirao, introduction of the Net119 emergency reporting system that allows hearing and speech impaired individuals to make emergency calls from mobile devices, updating and distributing the Inagi Disaster Prevention Map to all households, and updating high-spec emergency vehicles will be implemented.
Child Care Support Related
The establishment of new Licensed Childcare Centers, the authorization of certified childcare centers from fiscal year 2019, the increase in capacity due to the transition of existing Kindergartens to certified childcare centers, and the preparation for opening Licensed Childcare Centers utilizing metropolitan land will be implemented to aim for the elimination of waiting children, while also working on the free provision of early childhood education and childcare.
Older Adults Support Related
In preparation for the formulation of the 8th Long-Term Care Insurance Business Plan, we will implement training programs to address the shortage of care personnel, hold dementia cafes, and establish new group homes for Older Adults with dementia.
Education and Sports Related
Establish special support classrooms in all municipal junior high schools, expand school social workers, and implement the formulation of the Third Children's Reading Activity Promotion Plan, while advancing the relocation and rebuilding of the first school lunch joint cooking facility, and fostering enthusiasm for the Tokyo 2020 Olympic and Paralympic Games.
Community Development for a Livable Town
Support for the formulation of the Commerce and Industry Association's commercial revitalization plan, holding of business startup support projects within the city, and consideration of the implementation of address organization in the Sakahama area in conjunction with the land readjustment project in Odaryo.
