Application Exemption
If you are unable to pay your insurance premiums due to financial circumstances, unemployment, natural disasters, etc., please utilize the "National Pension Premium Exemption System," which allows for the exemption of premium payments upon application and approval.
Eligible Individuals
- Applicants, spouses, and household heads whose income from the previous year is below a certain standard
- Persons receiving special disability benefits
- Those who can confirm they have experienced unemployment, natural disasters, etc.
Exemption Categories (Divided into four categories based on the income of the applicant household)
- Full exemption (half is included in the pension amount)
- 3/4 exemption (1/4 of the premium is paid, and 5/8 is included in the Pension amount)
- Half-price exemption (half of the insurance premium is paid, and three-quarters is included in the Pension amount)
- 1/4 exemption (3/4 of the insurance premium is paid, and 7/8 is included in the Pension amount)
Approval Period
- From July to the following June (The examination results will be notified later by the Japan Pension Service)
- The pension amount will be reduced according to the exemption category.
- You can make retroactive payments for insurance premiums up to 10 years ago (however, if you are making retroactive payments for periods before the third year, a certain additional amount will be added to the premiums at that time).
Continuation Application
Applications are required every year, but those who wish to continue receiving a full exemption in the following years can continue to be reviewed if their full exemption is approved. However, those who were approved due to reasons such as unemployment or natural disasters will need to apply again in the following year.

Note: You can submit an exemption application electronically from the My Number Portal.
Required items for application procedures
- Identity verification documents (My Number Card, driver's license, etc.)
- Basic Pension Number Notification or Pension Handbook
- Those who have become unemployed should provide one of the following documents (copies are acceptable)
"Employment Insurance Insured Person's Separation Notice" "Employment Insurance Eligibility Notification or Employment Insurance Beneficiary Certificate" "Employment Insurance Insured Person Qualification Loss Confirmation Notification" "Employment Insurance Insured Person Qualification Acquisition Notification Confirmation Inquiry Response" - Those who are submitting a notification of business discontinuation (closure) or suspension must provide a copy of the loan decision notification for the comprehensive support loan implemented by the Ministry of Health, Labor and Welfare, as well as a copy of the attached documents submitted at the time of application.

Legal Exemption
While receiving Public Assistance (Living Assistance) or Grade 1 or Grade 2 Disability Pension, insurance premiums will be fully exempted upon notification.
